Responsibilities You will serve as a compliance manager for the Earned Value Management System (EVMS) (contractor business system) in the Performance and Proposal Analysis Division. You will develop and implement the Compliance Program to oversee Federal Acquisition Regulation (FAR) / Defense Federal Acquisition Regulation Supplement (DFARS) and contractual requirements for the contractor business system of EVMS. You will receive all compliance audit products to ensure all EVMS related audits are dispositioned within the required time frames, and audit discrepancies are resolved, and corrective action plans are implemented to prevent recurrence of problems. You will determine the type and extent of surveillance required to assess compliance with requirements. You will develop and implement the Compliance Program to oversee FAR/DFARS and contractual requirements for the contractor business system of EVMS. You will develop and execute and EVMS Surveillance Program that compares contractual requirements against real-time contractor performance plans, schedules, controls and industrial processes to identify risks and deficiencies. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the pay band NH-02 (GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing audits, surveillance, analysis, or metrics to ensure contractor Earned Value Management System (EVMS) products and processes comply with regulations or contractual requirements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Additional Information This announcement uses the AcqDemo Business & Technical Mgmt direct hire authority to recruit and appoint qualified candidates to positions in the competitive service. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.
