Summary About the Position: Serves as an advisor and liaison on matters of mutual concern for Congressional offices, other Federal agencies, HQUSACE, Mississippi Valley Division (MVD), Corps field operating activities (FOAs), and state and local government in relation to planning and development of district missions. Performs liaison duties for the district with members of Congress, the state government, local government, quasi-governmental agencies, HQUSACE, MVD, other Corps FOAs, the Federal Executive Board and non-governmental agencies. Arrange and facilitate conferences, briefings, and meetings, and represents the District Engineer in matters involving members of Congress, VPs, officials from the state and local level and follows up on taskings that arise during these meetings. Plan, direct, and coordinate ceremonies, special events, inspection tours involving district elements, other Corps activities, other governmental agencies and organizations throughout the region. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes 1) liaison on complex policy, program development, and legislative matters, and engaging with stakeholders; 2) analyze policies, laws, and regulations, providing recommendations on necessary changes or updates to ensure compliance; 3) advise leadership on high-stakes administrative, operational, and strategic issues; 4) arrange and facilitate high-level conferences, briefings, and meetings with key stakeholders; AND 5) follow up on taskings and action items ensuring timely completion. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Communications Program Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For the GS-13 you must have 52 weeks at the GS-12 level. With regards to time-in-grade validation, if you held a position other than a GS pay plan, be sure your resume includes the pay plan and the salary you earned during the assignment. Without this information, your time-in-grade validation may not be able to be verified and will result in your not meeting the time-grade requirement for this vacancy. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
