Yes County Albany Street Address 44 Holland Avenue City Albany State NY Zip Code 12229 Duties Description The New York State Office for People With Developmental Disabilities (OPWDD) is looking for a forward thinking, operational leader who is capable of overseeing and executing strategic decisions at both theorganization and service system level to serve as the Executive Deputy Commissioner. This position serves atthe pleasure of the Commissioner of OPWDD and is responsible for executive-level management of themultiple divisions within the agency.OPWDD oversees a service delivery system that provides long-term supports and services to approximately 130,000 New Yorkers with developmental disabilities, served by a combination of state-operated and voluntarynot-for-profit-operated programs.OPWDD serves as the largest operator of services for individuals with intellectual and developmental disabilities (IDD) and makes up approximately 20 percent of the statewide service system. The remaining 80percent of services are provided by a network of over 500 not-for-profit provider organizations across the state.Additionally, OPWDD and its staff are in constant interaction with various other service delivery systems including the mental health system, child welfare, primary care, and hospital systems. OPWDD is involved with a complex system of health and human services providers.Reporting to the Commissioner and having direct reporting staff including the Deputy Commissioners, theExecutive Deputy Commissioner will be responsible for the following:Agency Operations• Manage and oversee OPWDD operations across multiple divisions and programs, working as a liaison with both external and internal stakeholders, and assist with the development of annual goals.• Align staffing and program goals with the agency strategic plan, vision, and legislative mandates.• Review, analyze and evaluate the efficiency and effectiveness of the execution and delivery of OPWDD program operations, service access, policies, procedures, and cross-divisional support.• Determine the desirability and feasibility of establishing new and/or modifying agency operations/oversight responsibilities and ensuring successful implementation of operational changes where needed.• Engage and interact with the work of the agency across all divisions and at multiple levels by attending, leading and/or participating in departmental meetings and maintain a connection to the work at all levels and across all departments.Leadership and management• In partnership with the Commissioner, coordinate and lead Executive Leadership Team and Senior Staff meetings. Develop meeting agendas and ensure timely follow up of deliverables arising from team meetings and delegating action where appropriate.• Represent the Commissioner on appropriate occasions, such as meetings with the Governor’s Office, heads or deputies of other State departments and agencies, members of the Legislature, federal, State, and local leaders and external partners.• Serve as a trusted advisor to the Commissioner, ensuring the successful implementation of the Commissioner’s policy agenda and integrating it into agency operations, serves as proxy for the Commissioner in key internal and external settings, as needed.• Foster a work environment that balances collaboration, innovation, performance, and careful stewardship of resources and relationships, as well as work-life balance.• Design and implement policies to promote the agency’s culture and vision and oversee day-to-day operations of the agency, ensuring that the agency is operating effectively and on track with its mission and goals.• Drive forward agency and statewide initiatives to enhance diversity, equity, and inclusion in service access/delivery and for OPWDD as an employer.• Directly supervise the agency’s operational divisions by providing advice, guidance, direction, and decisions when necessary to Division managers to ensure agency strategic and operational goals are met and to foster cross divisional and interagency and intergovernmental cooperation to accomplish the agency’s mission.LinkedIn: https://www.linkedin.com/company/nys-office-for-people-with-developmental-disabilities/posts/?feedView=all #LI-JB2 Minimum Qualifications PREFERRED QUALIFICATIONS: At least ten years of executive experience in leading teams and high-level management in a complexgovernment organization. Bachelor’s degree required, an advanced degree (e.g., Master of Public Policy,Master of Business Administration, Master of Public Administration, Master of Social Work) preferred.In addition, the ideal candidate will possess the following knowledge, skills, and abilities:• Demonstrated commitment to the mission and vision of OPWDD and people with developmental disabilities.• Enthusiasm for the work of the agency and its network of providers.• Knowledge of the IDD service delivery system and the stakeholders that OPWDD regularly works with.• Proven track record with stakeholder engagement and ability to navigate those important relationships.• Exceptional management skills and ability to make strategic decisions pertaining to staff and procedures across a complex governmental entity with administrative, operational, and regulatory responsibilities.• Demonstrated ability to manage crises and emergencies and within tight timelines and under pressure.• Demonstrated experience leading and overseeing government operations, including management of personnel, budget, policy development and stakeholder engagement.• Knowledge of IDD programs and their operations. Preference given for having experience in operating programs and services. • Ability to delegate authority and responsibility while maintaining appropriate levels of operational control.• Critical decision-making skills with the ability to process information and commit to a definite course of action.• Experience with formal project and portfolio management.• Experience in implementation of change management strategies and plans.• Effective communication and responsiveness with advanced written and oral communication skills, and a high degree of responsiveness.• Demonstrated commitment to leadership and professional development of self and others within the agency.• Demonstrated commitment to and ability to use an equity lens and framework to create inclusive, diverse, and safe workspaces and programs.
