REQ12474 Executive Director, Design (Open)INTRODUCTION:Melco-Resort owns, develops, and operates the majority of its integrated resort projects worldwide.A in-house Construction division consists of a design team, a MEP team, a statutory team and a construction team. These primarily manage appointed consultants to perform the design and build the development to Melco Standards, quality, cost and time.POSITION SUMMARY:Manage and direct Melco-Resorts integrated resort (IR) development projects.Write design briefs, engage and lead/direct design consultants.Direct the in-house design team managing and designing gaming related concepts.Write and lead Melco design standards both in terms of quality, feel and mood as well as technical requirements.Assume responsibility to the tender, construction and final outcome of design delivering concepts that meet aesthetic expectations, the budget and developed within the allocated timeframe.PRIMARY RESPONSIBILITIES:Responsible for meeting design objectives, specifically to:1. develop design standard for each integrated resort development.2. develop the design brief based on the Operator’s brief; obtain approval from Senior Management and in-house Business Unit Leader(s)3. direct, lead and manage design through Concept, Schematic, Design Development, Tender and Construction,4. ensure timely completion of design of project elements to meet project delivery,5. ensure product of design is appropriate to meet agreed standards,6. ensure that design meets authority requirements,7. ensure that the design is managed within an agreed construction cost plan budget,8. ensure review of the design documentation ensuring constructability, effectively and practically with available local construction methods, materials, and resources,9. ensure the design is capable of being constructed safely, that the resultant works will be safe to users and occupants and in maintenance operations.10. Responsible for project and design management, review, co-ordination, and control of all aspects of a specific project, providing high quality service, establishing meetings, adhering to time schedules, and achieving budget goals.Responsible for effective management of design consultants, including.1. Engaged under appropriate scope of work,2. Managed effectively to enable design to progress to meet program, and3. Enable consultants to effectively perform their work and to do so in a profitable manner,4. Manage the coordination of all design consultants including service, structural engineers, Architects and other.Responsible to direct and lead project staff1. In adherence with project and company policies,2. Ensure requirements under employment contracts are met, and3. Encourage and assist with professional development of staff.Responsible for cost management of design and project budgets.Design management for the delivery of the designated Project,Comply will all relevant requirements of the Design Management Plan,Ensure suitably experienced and competent consultants are engaged to fulfil the requirements for delivery of design services, responsible for design direction and overall consultant co-ordination and delivery for the entire organization.Evaluating the fee and design proposals of design consultants to ensure engagement under appropriate terms, scope and obligations to quality, safety, timeframes and coordination with others; offer alternative proposals and comments to the senior management as and when necessary,Review and approve documents prepared by consultants,Act as team leader to ensure consultants receive timely direction to enable design progress towards the target completion date of the project,Manage and co-ordinate design consultant’s activities and monitor progress against the Design Program,Obtain brief from the relevant operations group so that consolidated requirements are established,Further develop design brief with design consultants through continued liaison with the operations group during design development to establish mutually agreed project requirements and brief,Prepare and maintain management processes to ensure project brief and requirements are met by consultant design,Provide budget values to consultants for works under scope of respective services engagements,Ensure the design is verified by consultants as compliant with the cost plan during design development and documentation.Organize and chair value engineering workshops in conjunction with Client, Designers and Contractors user groups and consultants to provide material and building design to accepted levels of quality and cost,Co-ordinate all overseas and local consultants to ensure that the building complies with Macau codes and regulations,Liaise with the Statutory Authorities Manager for applications and approvals,Liaise with Local Architect of Record and make sure that the building plans are submitted to Macau Authorities and approved in time to meet the construction program,Monitor and obtain verification from consultants that documented design complies with all relevant items of the approved Brief, Project Budget and statutory requirements, in the form of reports and certificates;Co-ordinate with other project design managers to ensure proper interface works of entire organization.Provide technical and design support to the project team when requested,Initiate and participate in design reviews to ensure adequacy of design,Review project risk associated with project for all implications of and arising from design activity and progress, Manage and co-ordinate all design consultant’s activities and monitor progress against the Design Program.Ensure that tender and construction documentation produced by design consultants is in a form and structure suitable for local construction market, has the required content and detail and has an adequate level of inter-disciplinary coordination,To request assistance from the Construction Support and Design input personnel as required to advance design, build ability, and project standardization,To liaise with consultants to issue additional drawings to contractor whenever required,To certify value of work done by all consultants,To approve consultant invoices as representing that the quality of consultant output meets requirements.To assist assessment of variation order to design services engagements and provide technical input as required,Raise and issue Design Non-Conformance Reports as necessary. Ensure that periodic site inspection is performed by design consultants to make sure that the works are built in quality and generally compliance of design intent,Ensure consultants verify to check that contractor workmanship of the contractor and materials used are compliant with contracted obligations and that non-conformances and report defects regularly to the Client are rectified,Ensure consultants validate design as required by inspecting the works during construction and issuing relevant reports to assist assessment of variation order.Expedite and track shop drawing approvals and obtain their approval as required from the consultants.Expedite and track RFI responses as required from the consultants and advise/direct the design consultants regarding the status of RFI’s and ensure issue of responses to contractors,Assist construction teams with coordination between work packages and project;Assist construction teams, when requested, with supervising and monitoring of contractors to complete projects within time and budgetary limits and to a high standard of quality.KEY PERFORMANCE INDICATORS:1. Architectural experience of mixed-use projects including gaming, hospitality, retail, F&B, entertainment,3. Interior design experience of very high-end mixed-use projects,4. Good understanding of integration of engineering including structure, civil, MEP, vertical transportation, acoustics, and more, .5. Excellent knowledge of construction materials,6. Having travelled extensively internationally with good knowledge of current successful mixed-use projects,7. Having lead, worked and/or engaged multiple large international, reputed, design consultants.QUALIFICATIONS:Degree in Architecture with approximately 25 years’ experience.Experience in concept design development as well as being able to direct, lead and coordinate a multi-disciplined team through the concept, preliminary and detail design phases
