Job Title Executive Director, Research Compliance Agency Texas A&M University - Kingsville Department Assoc Vp For Research & Grad Studies Proposed Minimum Salary Commensurate Job Location Kingsville, Texas Job Type Staff Job Description Job Summary This position is responsible for assuring that all research activities associated with Texas A&M University-Kingsville are planned and conducted in accordance with all applicable federal and state laws and regulations, Texas A&M University System policies, and University rules and procedures. The Executive Director of Research Compliance is responsible for developing and maintaining programs to facilitate compliance with federal, state, Texas A&M University System, and University regulations pertaining to research. The Executive Director will manage research compliance activities, work with the University's IRB, IBC, and IACUC committees, liaise with the Texas A&M University System Office of Research Compliance, and provide technical Export Controls advice. Areas of oversight and administrative support include research involving human subjects, vertebrate animals, recombinant DNA and biohazardous materials; occupational health; export controls compliance; financial conflict of interest (FCOI) compliance management, and research misconduct. Essential Duties and Responsibilities + Provides leadership for departmental functions, including planning, directing, and evaluating operations, with a specific emphasis on research compliance. + Oversees research compliance activities, including, but not limited to, daily management, coordination, communication, planning, implementation, and monitoring. + Establishes and implements short- and long-term goals, objectives, metrics, and standard operating procedures; monitors and evaluates operational effectiveness and implements changes as needed for improvement. + Manages the strategic planning and development of integrated programs that align with university goals, particularly in the area of research compliance. + Facilitates compliance with federal, state, Texas A&M University System, and university regulations pertaining to research. + Serves as a liaison and coordinates working relationships with academic and non-academic units across the university. + Develops, directs, and implements components of the compliance program, including faculty and staff training, monitoring, record-keeping, monthly and annual reporting, and other compliance issues that adhere to applicable government regulations and institutional policies and practices. + Develops and delivers on-campus training programs for researchers and compliance staff, ensuring they are well-informed of relevant regulations, policies, and best practices. Collaborates with research compliance staff to design and implement effective training initiatives that support the university’s research compliance objectives. + Acts as an expert resource to the university community regarding matters related to research compliance operations. + Recommends new departmental and university-wide policies or revisions to existing policies. + Maintains university assurances with federal agencies. + Manages research compliance activities, working with the university’s IRB, IBC, and IACUC committees; liaises with the Texas A&M University System Office of Research Compliance, and provides technical advice on export controls. + Oversees research involving human subjects, vertebrate animals, recombinant DNA and biosafety, export controls compliance, financial conflict of interest (FCOI) management, and research misconduct. + Stays informed on current and emerging issues in research administration and compliance by reading relevant journals, attending professional conferences, and maintaining effective communication with colleagues nationwide. + Participates in training and professional development sessions. + May serve on various boards, committees, and working groups, both internally and externally. Minimum Requirements Required Education and Experience: + Master’s degree in applicable field or equivalent combination of education and experience. + Eight years of professional experience in research compliance activities, including two years as a supervisor. Knowledge, Skills and Abilities: + Knowledge of research compliance regulations for human subjects research, vertebrate animal research, research with biohazardous materials, research misconduct, financial conflict of interest, and export control. + Skills in Microsoft Office Suite (Word, Excel, PowerPoint, Power BI and Outlook). + Ability to work with investigators develop an environment that promotes research while simultaneously working with committees to establish a culture of compliance. Preferred Qualifications: + Export Compliance Professional (ECOP) Accreditation, + Certified IRB Professional (CIP) and/or + Certified Professional in IACUC Administration (CPIA) Other Requirements This is a security-sensitive position and is restricted to U.S. citizens and legal permanent residents only.
