The purpose of the Minnesota Advisory Council on Infrastructure is to define and maintain a vision for the future of Minnesota’s infrastructure that provides for its proper management, coordination and investment. The Council is responsible for activities in a nonregulatory capacity and in coordination with stakeholders to identify and recommend best practices that: 1) preserve and extend the longevity of Minnesota’s public and privately owned infrastructure and 2) provide for effective and efficient management of infrastructure. The Executive Director is the principal administration officer for the Council and will manage a unit to discharge the functions of the office. The position's duties include but are not limited to the following: 1) provide leadership, strategic direction, administration, consultation, and coordination for the Minnesota Advisory Council on Infrastructure; 2) ensure system tools are optimized/leveraged to meet program strategies and objectives; and 3) clearly communicate strategies and best practices to stakeholders and legislative groups. **Minimum Qualifications** Three (3) years of experience as a professional manager or program/staff specialist, or equivalent experience. This experience must demonstrate working knowledge in the following areas: + Administrative management to plan, organize, direct, and coordinate activities to achieve program objectives under changing circumstances. + Infrastructure and asset management, including for agriculture, communications, drinking water, energy, health, natural resources, public utilities, stormwater, wastewater or transportation. + Strategic planning to guide critical resource and program activity decisions through processes that include many levels within and outside the agency. + Legislative processes, procedural and political, sufficient for budgetary preparation and administration of funds. In addition, candidates will be evaluated based on the following: + Strong leadership capabilities to create and implement an organizational vision, achieving results consistent with customer and stakeholder expectations. + Knowledge of program administration to analyze cost-benefit considerations, design, plan, establish time and cost controls, monitor progress and evaluate project results. + Strong communication skills, including the ability to communicate effectively in the presentation of ideas, policies, and complex programs and to write in a clear, concise, and accurate manner to a wide range of audiences. + Interpersonal and human relation skills sufficient to build and maintain networks across public and private infrastructure owners to effectively persuade stakeholders and facilitate coordination and collaboration. + Ability to solve problems in a manner that is sensitive to organizational structures, cultures and practices as well as the needs of groups and individuals. **Preferred Qualifications** + Bachelor's degree or higher in closely related field. + Experience in state government or public administration. + Knowledge of asset management systems. + Analytical skills sufficient to conduct policy and program analysis, management analysis or fiscal analysis. + Negotiation and mediation skills sufficient to resolve differences between competing or different positions and to influence the endorsement, acceptance and priority for agency positions and policy. + Ability to build consensus on often sensitive issues and create a win-win situations to resolve disagreements and disputes. **Additional Requirements** Successful applicants must pass a criminal background check through American Databank and employment reference checks prior to employment.
