Role Overview:
The Executive Director of Behavioral Health is a highly responsible administrator within the Indiana Dept of Correction. The Executive Director of Behavioral Health is responsible for overseeing the Mental Health and Addiction Recovery Services. This position reports directly to the Chief Medical Officer (CMO). You will be required to communicate and coordinate work in an integrated manner. This position works effectively with patients, families, healthcare staff, security staff at all levels, executive staff, other agency partners, and other stakeholders as deemed necessary.
Essential Duties/Responsibilities:
The Executive Director of Behavioral Health shall provide consultation, advisement, and oversight on the following matters and any other matters not specially listed herein:
+ Directs, manages, and supervises the Director of Mental Health and Executive Director of Addiction
+ Recovery to ensure evidence-based behavioral health practices are implemented agency-wide for incarcerated individuals and staff
+ Shall serve as the lead in building an integrated care model for addiction recovery services mental health services, physical health, and transitional health services in collaboration with the Executive Director of Physical Health
+ Should always be available to provide consultation and advisement to the CMO involving Critical Incident Management. Including the monitoring of crises for incarcerated individuals staff closely
+ Approves goals and objectives of assigned treatment
+ Provides administrative oversight and professional supervision of the department’s Behavioral
+ Health treatment to determine adequacy and appropriateness of service delivery
+ Works closely with the CMO to formulate systematic policies/procedures and practice guidelines to standardize healthcare services and ensure the care provided meets national guidelines and contemporary standards of care
+ Participate in administrative meetings including DOC staff meetings, meetings with the vendor , and meetings with other stakeholders in the IDOC's provision of offender behavioral health services
+ Assists with the rewrite of the outdated Health Care Services Directives (HCSD's)
+ Develop and monitor goals and objectives for the medical division which are in conjunction with overall agency goals and objectives
+ Participates in mortality reviews, and sentinel events reviews, including all suicide attempts, to give f eedback on quality improvement
+ Shall assist the CMO, as needed, to provide the medical facts to the Parole Board and be available for questions, as needed
+ Advise the CMO as to appropriate measures, policy changes, and actions necessary to address healthcare issues that pose liability to the State or necessary to address non-conformance with state, federal ACA, and other medical standards
+ Reviews and revises procedures, protocols, and standards of care related to behavioral health annually
+ Monitors appropriate staffing levels within the facilities
+ Develops and conducts staff development training on applicable topics
+ Monitors agency-wide suicide prevention efforts
+ Oversight of IPAS agreement, serious/completed suicide attempts by incarcerated persons, use of involuntary psychotropics and state hospitalizations
+ Serves as a clinical expert for the INSOMM Program and PREA monitoring
+ Monitors budget resources and assures effective use
+ Assists in identifying and resolving interdisciplinary issues between operations, healthcare external relations, and parole services.
+ Identifies staff training needs and ensures appropriate training is offered
+ Interprets, reviews, and approves departmental policies/procedures that impact assigned areas of responsibility
+ Maintains a positive working relationship with all stakeholders
+ Ensures the development and implementation of performance and quality assurance measures as well as tracking of grievances for assigned areas
+ Responsible for supervising, monitoring and documenting the performance of all assigned areas
+ Serves as liaison with internal and external stakeholders to collect, share, and develop pertinent information related to services for incarcerated individuals in behavioral health
+ Assures applicable rules, regulations, policies/procedures and standards are met throughout the Mental Health/Addiction Recovery programs
+ Develops, reviews, implements and assists in the selection of requests for proposals regarding M ental Health/Addiction Recovery services
+ Review proposed legislation related to healthcare services
+ Represents the Department at professional association meetings, conferences, and media
+ situations when requested by the Chief Medical Officer
+ Performs special assignments designated by the Chief Medical Officer
Job Requirements:
+ Bachelor's Degree required; Master’s Degree Preferred
+ Ability to stay abreast of new developments in transitional healthcare
+ Ability to abide by the Department’s Standard of Conduct and all behavioral expectations
+ 5 to 10 years of demonstrative knowledge of criminal justice and community provider systems
+ required
+ Research, analytical and critical thinking skills, including sound judgment and decision-making skills
+ and skills to correctly identify real and potential problems, advise management as required, and propose
+ effective strategic resolutions
+ Interpersonal communications, tact and diplomatic acumen to effectively represent IDOC with other
+ state agencies
+ Ability to work independently and to foresee, identify, design and/or recommend solutions to needs, issues, and/or problems in the position's areas of responsibility
+ Project Management skills
+ Excellent written and verbal communication skills
+ Strong communication skills are an asset, given the need to work
+ effectively with a broad range of stakeholders to include patients, families, employees, medical staff, gatekeepers, and other State Agencies.
+ Expert knowledge of correctional behavioral health services
+ Expert knowledge of applicable Federal/State laws, regulations, and accreditation requirements
+ Expert knowledge of current standards and effectiveness of transitional healthcare
+ Broad knowledge of the principles of community social services administrative practices
+ Thorough knowledge of the Department’s policies and procedures.
+ Knowledge of available state/community resources
+ Knowledge of rehabilitation, habilitation and therapeutic techniques as applied to corrections
+ Knowledge of the principles and practices of public administration
+ Ability to forecast problems and issues
+ Knowledge of the principles of strategic, performance measurement and long-range planning
+ Knowledge of the legislative process including the ability to draft legislative language
+ Expert ability to persuade and communicate complex principles
+ Demonstrated skill in program planning, management, supervision, and performance management
+ Demonstrated skill in exercising initiative and judgment
+ Demonstrated ability to provide leadership and direct a multidisciplinary team
+ Ability to work cooperatively and collaboratively with the CMO and other clinical, service providers, operations, parole services, and other stakeholders in a professional manner
+ Ability to travel and conduct business within the facilities including secured areas
+ Ability to testify in front of judicial/governmental hearings
Salary Statement:
The salary for this position traditionally starts at $93,002.00 but may be commensurate with education or work experience.
Supervisory Responsibilities/Direct Reports:
This role may provide direct supervision for one or more staff members.
