Creates a vision and strategy for procurement at the College and effectively communicates and promotes it to the Chancellors Executive team, senior management, faculty, staff, vendors, business community, and other College stakeholders Develops, administers and maintains multiple complex policies and procedures to facilitate the most economical and expeditious methods of procurement Plans and oversees the administrative and operational activities for procurement operations Acts as a change agent for procurement process/service improvements Supports and champions various initiatives to effectively manage the legal, financial, compliance and reputational risks associated with the procurement process Responds to internal and external audits related to the District’s procurement processes Stays current with industry trends in products, services, training, performance management, salary determination, promotion and disciplinary action Performs administrative activities, including setting and monitoring budgets and the preparation of special and periodic reports
General Supervision and Management
Provides leadership for all assigned direct reports Provides direction, on-going monitoring, and support of the Colleges’ strategic direction for procurement operations including overseeing, direct and indirectly, the purchasing for goods and services, professional services, and the sourcing of construction goods and services.
Service Excellence
Participates on behalf of the College in external community organizations and associations as assigned to support the essential performance requirements Attends the workplace regularly, reports to work punctually, and follows a work schedule to keep up with the demands of the worksite Completes all required training and professional development sessions sponsored through Tarrant County College (TCC) Supports the mission, values, goals, and principles of the College

Works under the general supervision of the Chief Financial Officer

Required Minimum Qualifications Bachelor’s degree in Accounting, Finance, Business, Public Administration or a related field Ten (10) years’ working experience related to the Essential Performance Requirements Five (5) years’ experience supervising (e.g., managing, evaluating the performance of others) At least one (1) year of procurement experience in an organization utilizing current ERP systems and technology Preferred Qualifications Master’s in Business Administration Current Public Purchasing Officer or equivalent purchasing certification Knowledge, Skills and Abilities Skilled in excellent customer service and interpersonal relationships, including strong listening, verbal, and written communication Ability to interact effectively with academic leaders, faculty, staff and vendors Ability to analyze data and provide sound recommendations based on policy, procedure, practice, and existing regulations Ability to think critically to effectively solve and communicate problems in a fast-paced environment where the demands for work are varied and unpredictable in scope and volume Physical Demands and Work Environment Physical DemandsThe physical demands described here are representatives of those that must be met by an employee to successfully perform the essential functions of this job. Location District Department DT Chief Financial Officer Job Summary Reporting to the Chief Financial Officer, the Executive Director of Procurement is responsible for setting the Colleges’ strategic direction for procurement operations, from the purchasing of goods and services through payment, across six campuses of the Tarrant County College District. Additionally, responsibilities include overseeing, direct and indirectly, the purchasing for goods and services, professional services and the sourcing of construction goods and services. The Executive Director will have direct responsibility for the development of all administrative policies and procedures related to the procurement process, and the related procurement technology and systems.
