Purpose:
The Executive Director provides visionary leadership and oversight of the day-to-day operations of the Maine Commission for Community Service (MCCS) which operates through the Maine Department of Education. The Commission does business as Volunteer Maine and is one of the 52 state service commissions across the country that strengthen service and volunteerism in their respective states. The Maine Commission for Community Service is the state government partner of the federal AmeriCorps agency.
This position works closely with 23 governor-appointed Commissioners who are very active in the implementation of statutory duties that encompass policy, planning, grantmaking, evaluation, and partnerships that serve the needs of Maine’s volunteer sector and AmeriCorps programs. The position is accountable for implementation of the strategic plan, management and development of staff, sound financial administration, and highly productive relationships with both public (federal and state) and private partners. In particular, the position ensures strong adherence to applicable federal and state laws, regulations, policies, performance standards, and procedures.
On behalf of the Commission, this position serves as the liaison to key external partners including federal agencies, state agencies, state legislature, federal delegation, other state service commissions, Maine Volunteer Foundation, and representatives of state and local service networks. Work includes analysis of issues, preparation and presentation of position papers, casting a vision in alignment with commission board recommended strategic approaches, overseeing contract procurement and grantmaking processes, selecting and inspiring a competent program management team, and forecasting/identification of financial resources to implement work. Supervision is exercised over a variety of personnel. Reporting to the Board of Directors and Director of the Maine Office of Community Affairs, this position is responsible for providing leadership of vision, strategy, and management h as orientation of new MCCS members, supporting committee work, and execution of monthly MCCS meetings.
Knowledge, Skills and Abilities:
+ Knowledge of the principles of analysis, management, and development issues.
+ Knowledge of the practices and principles of policy planning and formulation.
+ Knowledge of the structure and operations of related state and federal government programs.
+ Knowledge and experience related to the volunteer and community service sector and the issues that impact capacity, sustainability, and development of the sector.
+ Knowledge of requirements of the federal National and Community Service Trust Act and the Domestic Volunteer Service Act.
+ Knowledge of best practices and effective strategies in securing philanthropic resources to support the work of the private support organization.
+ Knowledge of and expertise in the ongoing engagement of an appointed public sector body, such as the Commission, including new member orientation as well as committee engagement.
+ Ability to serve as a spokesperson for MCCS with federal, state, and local governments, as well as the general public.
+ Ability to provide nimble and agile leadership in a dynamic political and regulatory environment.
+ Ability to develop mutually beneficial partnerships with external organizations.
+ Ability to effectively lead change and development through strategic planning.
+ Ability to express ideas clearly and concisely in oral and written form with a variety of internal and external audiences.
+ Ability to assess current operational practices and systems to ensure high-quality outputs and deliverables.
+ Ability to build, lead, and inspire an effective staff team with accountability and the practice of emotional intelligence principles.
+ Ability to utilize excellent listening and strong negotiation skills.
+ Ability to lead and track programmatic goals and objectives, budgets, and financial forecasting.
+ Ability to administer federal grant fund programs.
MINIMUM QUALIFICATIONS
+ Graduate degree preferred in a related field and eight years of senior management experience in a government agency, major nonprofit organization, university, or volunteer community service setting. Four years of this experience must have involved one or more of the following:
+ serving as lead staff for a public or nonprofit board or decision-making body,
+ administration of a National Service or volunteer program,
+ and/or management of the general operations of a unit, applying rules and regulations to a federal program and exercising responsibility for the development of policies or procedures.
Preference will be given to candidates with demonstrated understanding of civic engagement and current policy initiatives that link civic engagement and volunteerism to solving critical community challenges, especially in rural, economically disadvantaged, and/or multi-lingual communities.
