Department Overview 

Gas Operations is focused on ensuring the safe and reliable flow of natural gas to our customers. As a whole, Gas Operations is responsible for all aspects of PG&E's gas distribution and transmission operations, including planning, engineering, maintenance, operations, construction, restoration and emergency response.

 

The Integrity Management organization's vision is to:

Improve pipeline safety and system reliability with a goal of zero safety incidents. Promote a safety culture throughout all levels of the organization with an emphasis on improving learning from the past and anticipating the future. Apply integrity management principles on a system-wide basis while engaging our stakeholders, from local communities we operate in to our regulators, so they can understand and participate in reducing our risk. Support the design, construction, operation and maintenance of the transmission and distribution pipeline systems through the proactive use of asset knowledge, threat identification, knowledge of threat interaction, data integration and analytical tools to increase operational efficiency, improve system integrity and minimize safety risk to employees and the communities we operate in.

 

The Class and Consequence Area team is responsible for identifying changes to population density, monitoring structures, outdoor public assembly areas, and roadways in order to determine appropriate Class Location, High Consequence and Moderate Consequence Area designations as well as supporting Occupancy Count and Consequence of Failure to support Integrity Management. The Class and CA Team supports the identification of necessary pipeline maintenance, assessment, strength test, and replacement projects within Gas Operations.

 

Position Summary

The Expert Gas Program Manager provides overarching program management support directly to the Class and Consequence Area Team. The Class and Consequence Area Team is an integral part of the Transmission Integrity Management Program, with the goal of identifying changes in population density near transmission pipelines, and providing expert support to partners in Work Execution, GIS data management, MAOP validation, and Planning teams. The Expert program manager is expected to lead process improvements for the Class and Consequence Area Team, effectively communicate and collaborate across various workstreams within Gas Operations and Business including Assessment Planning & Execution teams, Asset Knowledge Management, Gas Transmission Mapping, IT, GIS Solutions, Engineering & Design, and all TIMP groups to ensure success of the Class, HCA, and MCA programs. This role will be required to understand and implement relevant requirements of 49 CFR 192, CPUC General Order 112-F, and other regulatory and company commitments, standards, and policies. This position will report to the Supervisor of the Class and Consequence Area Team.

 

 

Position Duties may include (but are not limited to)

 

Applies expert knowledge of Program Management to wide-ranging issues and assignments. Works independently with guidance on only the most complex issues. May lead project teams. Works with Class and Consequence Area GIS technical specialists, data providers and customers to develop and implement process improvements, measure and track efficiency, ensure compliance, and reduce waste.  Cross Functional Teamwork: Work closely with program leads, risk management, Asset Knowledge Management, IT, Gas Transmission Mapping, GIS and reporting teams, pipeline services, project scoping and design engineers/specialists, contract support, and others to ensure program compliance and escalation of any issues. Provides standardized regular reports, including the Class and Consequence Area Study reports, along with custom, ad-hoc reports for review at the program level. Communicates and works to resolve compliance issues. Develops and delivers presentation to leaders regarding the program progress toward goals. Plans and forecasts work to be completed as part of the program. Monitors and ensures closure/completion of projects and/or other program maintenance & construction work orders. Identifies issues and develops solutions. Presents recommendations and implementation plan to leadership for approval. Performs trend analysis to identify cost drivers and develop and execute mitigation plans to improve business results. Manages capital and expense spending to ensure work identified in the program plan is completed and productivity cost targets are achieved. Reviews cost monitoring systems to ensure that adequate controls are in place to uncover and correct erroneous charges. Negotiates and sets productivity and unit cost targets. Prepares accurate forecasts, monitors spending, and develops and presents variance explanations. Develops business case for budget and/or additional funding during the year. Works closely with peers and leaders in line of business to ensure financial targets are understood and achieved. Conducts benchmarking, industry analysis, lessons learned, continuous improvement, and best practice reviews for Class, HCA, and MCA programs. Supports wider goals of TIMP Risk such as risk reduction, management of change, assessment planning and execution. May work with other project or program managers or peers in other departments or regions to reschedule work, re-allocate funds and explore other means to achieve financial and productivity goals. Represents the program as a subject matter expert and stakeholder on process improvement teams, regulatory filings, and various stakeholder groups. May support the GRC witness with testimony development and data request response support. May develop new policies and all relevant processes, infrastructure, documentation, GIS and program management tools, etc. to support a new program. Develops tools for tracking and control. Develops communication and training plans. Ensures target audience is fully educated in the purpose of the program and the proper processes and requirements to follow. Ensures compliance with the program. Ensures regulatory compliance with the program. Provide leadership or work direction to lower level peers.

 

Position will require approximately 10% of travel time in work schedule.

 

 

This position is hybrid, working from your remote office and your assigned work location based on business need. The assigned work location will be within the PG&E Service Territory (San Ramon). 

 

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job.  The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity.  Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.

 

A reasonable salary range is:

 

Bay Area Minimum:$122.000

Bay Area Maximum:$194,000

 

This job is also eligible to participate in PG&E’s discretionary incentive compensation programs.

Develops and delivers presentation to leaders regarding the program progress toward goals.

•              Plans and forecasts work to be completed as part of the program. Monitors and ensures closure/completion of projects and/or other program maintenance & construction work orders. Identifies issues and develops solutions. Presents recommendations and implementation plan to leadership for approval.

Qualifications-


Minimum:

Bachelor’s degree or equivalent experience 7 years total related experience SAP experience Project or program management experience Experience managing capital or expense budgets

 

Desired:

Bachelor’s degree (or higher) in Geographic Information Science or Engineering Knowledge of Integrity Management, specific to 49 CFR 192, Subpart O. Ability to consider regulatory implications and craft solutions to compliance issues as they arise. Knowledge of regulatory requirements of Class Location, High Consequence Area, and Moderate Consequence Area determination. Ability to consider the programs interconnectedness, unique requirements, and make recommendations that serve the goals of all three. 5 or more years GIS experience. Qualified to manage GIS data and lead GIS process improvements including GIS or data management tool development and implementation. Significant experience managing large datasets in MS Excel and ArcGIS. Project Management Professional (PMP) Certification Advanced software skills including MS Excel, Sharepoint, PowerPoint, Visio, Word, Project (or Primavera P6), SAP, FCC2, ARIBA, and Power BI or other equivalent metric tools Ability to lead, influence, and build relationships at all levels of the organization Proven experience in business communications and interactions with management Possess strong written and verbal communication skills, ability to lead discussions, prepare presentations, and host trainings. Knowledge of quality metrics and performance measurement, budgets and forecasting. Work experience and knowledge related to natural gas transmission or natural gas distribution systems
