Job DescriptionThe Business Partner Export Control Manager will play a critical role in ensuring compliance with international trade regulations and export control laws. This position will be responsible directly supporting and managing one of Continentals divisions, mitigating legal and regulatory risks supporting the overall export control departments. The position is part of the Global Legal Team and reports directly to the Export Control Team Lead for the US/CA Region.
The candidate needs a understanding of U.S. and Canada Export Control Regulations, including the Export Administration Regulations (EAR), Foreign Trade Regulations (FTR), International Traffic in Arms Regulations (ITAR), U.S. and Canada sanctions/embargo regulations.
Business Partner Export Control Manager's responsibilities include:
▪ Stay in close contact with all the Export Control Coordinators within the region, the others Export Control Manager and the Export Control Departments
▪ Be the interface between Export Control Coordinators and the Export Control Departments
▪ Communicate, share and apply new regulatory changes and sanctions
▪ Collaborate with internal stakeholders, including legal, finance, engineering, sales, and supply chain teams, to ensure export compliance requirements are integrated into business processes and decision-making.
▪ Document changes and write applications to government entities
▪ Work with Engineering, Sales and other department to gather information needed to submit export authorizations (e.g. License applications, Agreements, permits), formal export classification requests, and advisory opinions to the appropriate government agency.
▪ Develop and Implement Export Compliance Policies and Standardize Procedure
▪ Conduct regular risk assessments and audits to identify areas of potential non-compliance and implement corrective actions
▪ Support the Export Control Advisor for the implementation of internal Export Control Guideline as well as international and local export control regulations.
▪ Work with HR, Sales and Engineer regarding technology transfers and foreign national reviews.
▪ Develop and manage export control projects.
▪ Provide targeted training according the Export Control Training Program
▪ Develop and deliver export compliance training programs to educate employees on export control laws, regulations, and company policies
▪ Support the Export Control Coordinators for the Export Control Classification of the items
▪ Key user for export control systems
▪ Serve as the primary point of contact for government authorities and regulatory agency inquires on export control matters.
▪ Prepare and submit required reports and disclosures to relevant government agencies, including voluntary disclosures of potential violations.
▪ Prepare export license applications and commodity classification requests for products/transaction within the Business Sectors.
