Job Description

1. Policies & Directives
• Issuing of additional national and regional applicable directives in line with global standard & directives
• Support in Corporate Policy Setting and its regional/local implementation
• Carry out globally defined processes to regional/local level
• Strategic Planning Process
• Ensure process expertise, delegation
• Supporting the continuous improvement of standardization and efficiency in Export Control processes
• Support with identification and implementation of processes relevant for Export Control on a regional level Transfer and implement globally defined processes to regional/local level
• Implementation of regional/local processes
• Ensure usage of output of Export Control processes in FT processes (e.g. customs declarations)
• Stop & instruction competence / advisory role & first level support
• Right to issue instructions in technical terms to ECOs
• Stop function for Export Control related transaction on national or regional level
• Coordinating function between ECOs & C/TXE-X
• First level supports for ECOs in China, including legally binding communication with export control authorities outside of operational processing
• Advisory support for regions/countries and ECOs
• Master of Roles/Access Right Owner (RO)
2. Monitoring, Reporting & Risk Assessment
• Define appropriate check routines, blocking and release functions, authorization concept in IT systems in collaboration with C/TXE-XP
• Adapt global processes according to regional/local needs in collaboration with C/TXE-XP
• Define standards and minimum controls at all levels and the respective monitoring of local export control processes in (R)CD together with C/TXE-P
• Determination of Minimum controls together with ECOs
• Regulatory monitoring/monitoring and communicating of legal changes
• Regular alignment with C/TXE-ECO to assess the adequacy of Export Control requirements
• Definition of regional (Top) KPIs to support Risk Management & Internal Control System
• KPI gathering and evaluation
• Corporate monitoring and reporting to stakeholders (esp. ECO, GB, etc.)
• Evaluate reporting by ECO
• Review of controls and control results provided by ECOs & Export Control Coordinators
• Define regional Health checks: framework, criteria, frequency, etc. considering risk categories, maturity model based on global standards
• Execution of health checks
• Definition of criteria for sensitive business activities (e.g. with military customers, customers in sensitive countries and with customers when the end use is not known)
• Conduct risk assessment for categorization 
• Requirements management for Digitalization & automation
• Evaluate impact of regional/local legal changes

Qualifications

Knowledge, Skills, and Abilities:
• Demonstrated knowledge of export controls and sanctions compliance and willingness to continuously inform of current legislations, its changes and adjust process where necessary
• In-depth and long-standing knowledge of sanctions and export control law (e.g. EU, UN, OFAC) and best practices
• Quality and results orientation (high quality of results required in the legally relevant area)
• Ability to handle stress and perform under pressure in meeting deadlines
• Willingness and ability to accept and take on more projects and responsibility as requested
• Ability to prioritize and organize assignments as necessary
• Excellent file maintenance and organizational skills
• Ability to effectively coordinate activities and collaborate with groups (e.g. with Export Control Coordinators)
• Willingness to work as part of a team and contribute to the success of the group
• Convincing and communicative personality and way of working (e.g. results / decisions have to be addressed and communicated to the target group)
• Superior interpersonal and written/oral communication skills with the ability to relate well
• Ability to present information to group by researching topic/subject, utilizing technology and providing handouts for reference
• Demonstrated skills with the standard features of various personal computer word processing and spreadsheet software (Microsoft Word and Excel, PowerPoint, Outlook, Internet, and other proprietary software)
• Analyze and interpret supply chain data with regard to export control relevance
• Ability to understand complex business models
• Excellent ability to maintain confidentiality
Education / Experience:
• High technical knowledge in the field of export control and sanctions compliance (practical qualification)
• Professional experience in the field of foreign trade (professional qualification)
• Independence in the function with respect to conflicts of interest
• Experienced leadership and management skills (leader of leaders)
• Demonstrated ability to apply attention to detail in all areas of responsibilities
• Demonstrated ability to identify and understand issues and resolve inquiries e. g. from authorities and develop appropriate solutions quickly, effectively and independently
• Demonstrated ability to act independently upon information and make decisions that achieve optimal results
• Demonstrated ability to effectively take action to solve problems while exhibiting sound judgment and successful stress tolerance
