Export Control Officer
Title: Export Control Officer Department: Office of Research & Development Reports To: Assoc. Vice Provost for Sponsored Research Admin Position Type: Staff Position Summary: NJIT seeks candidates for the position of Export Controls Officer (ECO). Housed in the Office of Research and Development and reporting to the Associate Vice Provost for Sponsored Research Administration, the incoming ECO will have the opportunity to lead the implementation and day-to-day operations of the University Export Controls Compliance Management Program (ECMP), while helping to propel the University forward as a national leader in responsible and ethical research. The ECO is responsible for establishing and implementing University-wide export compliance policies, procedures, and guidelines to comply with the U.S. export controls regulations, including the EAR, ITAR, and FACR. The ECO will also be responsible for certain operational aspects of the ECMP. The ECO will drive a synergetic approach to export control compliance such that the Institution continues to seek out the best talent worldwide and leverage meaningful international collaborations, while fully complying with federal export controls regulations in NJIT’s operations. The ECO will be expected to proactively foster collaborative relationships with stakeholders and constituents across the University, and work with faculty, staff, and senior administration to establish compliance policies and guidelines and implement and operationalize procedures that effectively and efficiently support the University’s operations. Essential Functions: - Build out and improve export compliance programs and policies. Identify and work closely with multiple stakeholders across the University. - Manage the University-wide export control compliance program; evaluate and update policies and procedures as necessary; and monitor, advise, and provide recommendations on addressing best practices, emerging trends, initiatives, and regulatory changes from the federal government. - Oversee the University’s restricted party screening IT system and process. Responsible for training “level 1” screeners (including but not limited to faculty, department staff, HR, Procurement, and OGI). Serve as the “level 2” screener and approver. Provide training to level 1 users based on the University procedures. - Lead business processes relating to export controls project assessments, government registrations, technology control plans, government licenses, and all other export-related tasks and workflows. - Provide guidance and support to stakeholders and the related export controls screening processes they lead. - Identify areas of improvement regarding the proper handling of export-controlled technology, software, and tangible goods. As needed, classify goods, technology, and software in advance of any desired export or deemed export to foreign persons in the U.S. - Seek legal assistance from the Office of General Counsel as needed, including when filing license applications and in all investigations of potential violations. Prerequisite Qualifications: - Bachelor’s degree and ten years of related experience are required; a master’s degree in related field or Juris Doctor is preferred. - A track record of building export controls compliance awareness into the day-to-day activities of a large, complex, and multi-faceted organization. - Experience in compliance with ITAR, EAR, and OFAC regulations. - Demonstrated ability to integrate vision, strategy, tactics, and activities to move the University’s mission forward. - A willingness to be innovative and proactive, particularly around identifying emerging trends and concerns. A demonstrated ability to foster collaboration between faculty, staff, and administrators across several departments and offices. - Demonstrated experience exercising considerable judgment and resourcefulness. - Highly developed communication and interpersonal skills with the ability to influence through personal credibility, integrity, transparency, and professionalism. - Strong customer focus and responsiveness to service standards and operational demands. - Ability to effectively plan and execute multiple concurrent initiatives. - Initiative, intellectual curiosity, creativity, tenacity, persistence, and a sense of humor. - Transparency, openness, and commitment to the highest ethical and professional standards. - At the university's discretion, the education and experience prerequisites may be exempted where the candidate can demonstrate to the satisfaction of the university, an equivalent combination of education and experience specifically preparing the candidate for success in the position.
