Job Description

1. Policy and Process
• Policy Implementation and Execution
• Responsibility for compliance with export control regulations (based on the entity's risk profile), implements and monitors the requirements of the Global Standards and Procedures within his area of responsibility.
• Perform ongoing self-assessments
• Nomination and onboarding of Local Coordinators (if ECO is responsible for various entities/ countries)
• Consulting for all Export Control related questions on local level ("Go-to person")
• Transfer and implement globally defined processes to regional/local level where required
• Monitoring of national export control law changes
• Adjust standard processes due to local legal requirements (beyond global standards; reporting to and approval by C/TXE1.1 required)
• Perform EC related documentation & retention obligation
• Local project and process execution
• Supervising the implementation of export control procedures regionally/ locally
• Issuing of instructions to all employees involved in the shipping process, i.e. the ECO is allowed to stop deliveries at any time.
• Escalation of local topics and escalating right in terms of the appointed tasks towards the commercial manager and C/TXE-ECO.
• Ensure operational tasks as described in policy are performed accordingly
• Export Control Classification based on US, EU and national law
• Export control license determination and application
• EC related documentation & retention obligation
• Conduction of export control checks based on locally applicable laws
• Handling of export control blocks e.g. in the central global trade system
2. Monitoring and Reporting
• Reporting to C/TXE-ECO and direct reporting in terms of the appointed tasks towards the commercial manager
• Information to C/TXE-ECO in case of risk rating changes during the year
• Monitor continuously the business activities in the area of responsibility and daily trade operations execution
• Execute at least one annual Export Control review on export control risks, processes and measure/controls implemented (self-assessment) and issue report to defined stakeholders (esp. AV, Regional Center, Gov)
• Review and release of business activities with respect to: Sensitive business activities (goods, end use, embargoed countries), Trading and brokering transactions, Technology transfer, Relocation of machinery and equipment (MAE),Delivery of product without material number
3. Contact with third parties and authorities
• Local export control license application
• Reporting to local authorities and contact person and coordinator in case of local external and internal audits(reporting of findings to C/TXE-ECO)
For high risk entities:
• Review and release for the transfer/export of goods as well as any other cross-border business activity incl. Provision of services (release can be carried out for entire business models based on an overall assessment and does not have to be carried out individually for each shipment)
• Continuous monitoring of business activities (special focus on circumvention)

• Export Control related classification of goods specially designed / modified for military use or nationally controlled (incase not feasible in C/TXE-COE)
 

Qualifications

Knowledge, Skills, and Abilities:
• Demonstrated knowledge of export controls incl. Export control classification and willingness to continuously inform of current legislations, its changes and adjust process where necessary
• Superior interpersonal and written/oral communication skills with the ability to relate well and cooperate with others to effectively coordinate activities and accomplish goals
• Demonstrated ability to act independently upon information and make decisions in adherence to compliance, regulations and policies
• Demonstrated ability to effectively take action to solve problems while exhibiting sound judgment and successful stress tolerance
• Ability to handle stress and perform under pressure in meeting deadlines
• Excellent ability to maintain confidentiality
• Demonstrated ability to apply attention to detail in all areas of responsibilities
• Demonstrated ability to identify and understand issues and resolve inquiries e. g. from customs broker and/or(customs) authorities and develop appropriate solutions quickly, effectively and independently

• Ability to prioritize and organize assignments as necessary
• Excellent file maintenance and organizational skills
• Excellent ability to note/document all conversations with respective authorities (such as BAFA)
• Ability to present information to group by researching topic/subject, utilizing technology and providing handouts for reference
• Demonstrated intermediate skills with the standard features of various personal computer word processing and spreadsheet software (Microsoft Word and Excel, PowerPoint, Outlook, Internet, and other proprietary software)
• Demonstrate initiative to learn all aspect of business that affects export controls and corresponding IT tools and analyze corresponding data
• Ability to understand complex business models
Education / Experience:
• Technical knowledge in the field of export control and sanctions compliance (practical qualification)
• Professional experience in the field of foreign trade (professional qualification)
• Independence in the function with respect to conflicts of interest
• Experienced leadership skills (e.g. to provide appropriate guidance to staff on export control issues)
• Willingness to learn and change (e.g. constant change in the international export control legal framework forces continuous adaptation)
• Quality and results orientation (high quality of results required in the legally relevant area)
• Collaboration (e.g. with Export Control Coordinators)
• Communication (e.g. results have to be addressed and communicated to the target group)
• Experience in ERP systems software (SAP GTS preferred)
