JOB SUMMARY
Primary Purpose / Regulatory Responsibilities:
UCB Japan represents important role among UCB globally as being a leading company in epilepsy for over decades by continuously delivering new therapies, plus launching innovative biologics in immunology, neurology and rare disease space over the recent two years. Also, UCB has significant opportunities in clinical study stage pipelines with various modalities including gene therapies. UCB’s ambition is to ensure all patients who need our products have “Access” in a sustainable manner, therefore, shaping market environment among stakeholders by External Engagements will be a key for success in the coming years.
External Engagement Manager is responsible to analyze the medical environment status from social security system aspects surrounding UCB business and make appropriate actions to support optimal access for UCB’s existing & pipeline products in a timely manner. By optimizing patients journey process from diagnosis to prescription and reimbursement, assess the obstacles and strategically shape required system via interaction with national/local government, HCPs/Payers/Pts organizations using industry associations/ multi stakeholder platform.
External Engagement Manager is also required to develop UCB’s reputation in Japan market to work closely with Communications team and Patient Engagement team, by introducing UCB’s local activities on DE&I, WoCBA*, and other Sustainability and Equitable Access agenda. * “empowerment for clinical data development of Women of Childbearing Age for entire assets.”
In addition, External Engagement Manager is responsible for managing interaction between Japanese national/local government and diet members, and industry/multi stakeholder organizations as UCB Japan representative to develop amicable partnerships that support UCB business and health ecosystem in Japan.
Due to the nature of this position, knowledge of public health & pharmaceutical policy is required. Must have experience in arranging interests and negotiating with business partners outside the organization. A strong ownership mindset, ability to understand key insights and use these to develop a strategic approach, foresight to envision future outlook of the market environment, leadership in establishing of collaborative environment among related stakeholders, and ability to articulate key aspects and influence them is critical.
MAJOR RESPONSIBILITIES
1. Optimize environment of UCB’s existing & pipeline products: Analyze the medical environment and social security system through patients journey of the pipeline/existing assets, identify potential obstacles/opportunities, make appropriate actions relating to policy/regulations and support optimal access of drugs for patients in a timely manner.
• Enhance importance of rapid termination in seizure emergencies for Epilepsy population as a part of the launch preparation of new disease concept by identifying key stakeholders
• DPC status optimization for hospital use drugs in the pipeline
• Intractable disease designation for orphan therapies
• Reimbursement system optimization to support online prescription, use of home delivery, self-injection environment for chronic disease, etc.
2. Develop UCB’s reputation in Japan market by introducing UCB’s unique Sustainability & Equitable Access related activities, working closely with other relevant functions.
• DE&I is one of the cores that UCB focus in its Sustainability efforts. By developing strategic path, introduce unique feature of UCB and its long history in Japan together with its DE&I actions and learning to Japanese market.
• Introduce UCB’s commitment of gathering clinical data of Women of Childbearing Age for entire assets of innovative therapies to support women’s health & welfare who suffer from chronic disease.
• Identify other Equitable Access issues related to UCB’s fucus therapeutic areas in Japan and analyze if UCB could add value to resolve it.
3. Manage interaction between Japanese national/local government and diet members, and industry/multi stakeholder organizations as UCB Japan representative, to develop amicable partnerships that support UCB business and health ecosystem in Japan.
Also be part of industry groups (EFPIA) and jointly lead policy shaping activities to reassure the value of drug innovation and appeal to broad national audiences that link to UCB existing and future businesses.
To achieve the above, orchestration among internal cross functional efforts of Japan / global members will be required. It is critical for External Engagement Manager to consolidate the needs from internal business stakeholders and identify the target goals that drive external engagement activities such as policy/system changes, reputation raising and partnership development in the Japan pharmaceutical market.
Develop external networking by identifying required stakeholders based on target business goals by therapeutics/assets and Corporate objectives.
EDUCATION & QUALIFICATION
Education Level:
• Bachelor's Degree in health care policy, access related subjects including medicine, public health, health economics, epidemiology. pharmacy, chemistry, or other related fields preferred
• Master's Degree: MBA preferred
• Other (Describe): University Degree
Other Certification:
• Other (Specify): 5 years in Ethical Drug Business
Experience:
• Policy & Government Affairs, Market Access & Strategy Development, Marketing/Brand Strategy, Medical Strategy in healthcare or as supporting consultant. Experiences on interactive activities among central/local government officials in healthcare domain will be a plus. Engagement experience with key business stakeholders such as external academic experts & patients group preferred.
• Strong convincing communication skill in Japanese for both oral/written language is a must. Document creation for healthcare system/policy shaping is critical to influence multi-stakeholders to achieve objectives.
• Analysis on business & government rules & regulations relating to healthcare system and policy analysis. Conduct of primary/secondary market research and basic healthcare data analysis.
• Strong external/internal networking including business negotiation among multi-stakeholders.
• Cross functional project management experience with facilitation responsibilities.
COMPETENCIES
• Basic knowledge of Japan Social Welfare system including public health and pharmaceutical policy in general. Japan NHI Drug Price Listing System
• Familiarity of pharmaceutical business in general, market research planning & execution skills including external consultant management
• Ability to communicate professionally, particularly in written English
• Leadership without positional boundaries
• Ability to think strategically and articulate solutions among multi-stakeholders environment
• Ability to find external partners who could jointly develop “win-win solutions” to establish multi-key stakeholder consortium who will jointly tackle toward the same challenges
• Innovative & creative strategic thinking and articulation preferred
o Ability to assimilate the most critical insights of current and anticipated Japan healthcare systems to inform the optimal policy changes/system development
• Actionable plan development, process planning and time management preferred
o Ability to define key milestones and track price & access launch readiness
o Ability to help design and compile engagement plan aligned with the external/internal business partners
o Strong project leadership and time management, with ability to prioritize across multiple competing demands
• Networking & negotiation skills with teamwork preferred
o Independence and strong networking – being able to lead complex projects with involvement and alignment of multiple internal and external stakeholders
o Leadership to inspire and influence external/internal business partners
o Excellent communication skills, including the ability to simplify complex issues
