Job Purpose/Overview

The purpose of this role is to ensure China Petcare External manufacturers meet standards of quality, food safety and legality in line with Mars Quality Management Process (QMP) framework and deliver consistent result and improved over time. Ensuring all Mars’s operations at EM comply to External Manufacturing Quality Management (EMQM) standard.  This role ensures Q&FS related system from design, processes, ongoing product risk monitoring, change management, product quality verification program and incident management, develop and ensure continuous improvement through supplier audit and project management.

This position partners with the R&D Innovation team both of Product/Packaging development, Scientific and Regulatory Affair, commercial, activity and supply of China to ensure products produced at EMs meets Mars growth ambition and standards. This role is responsible on both supplier and internal client relationship management. Ensure the goods and service are consistency achieve food safety, quality, legality, intellectual property protection.

This role has deep technical expertise in EMQM and will ensure the EM team capability is continually improved and remains current to product developments needed to expand China growth agenda.

Key Responsibilities

Responsible for governance of all external manufacturing Q&FS audits verifying the quality and effectiveness of their quality management systems and compliance to Mars QMP requirements.Support the development and delivery of the capability program of EM to ensure knowledge is current and building strong connections between Asia regional EMQM and China.Drive implementation of QMP standards, specifically External Manufacturing Quality Management (EMQM)Reviewing and approving Risk Assessments, to ensure that all Q&FS and legal hazards have been identified and effective control measures are in place through EMPRA.Accountable EM Capability assessment and risk mitigation action completion, esp. HACCP and Thermal process compliance and other Mars standard compliance where requires (HRCI, Traceability, Hold and Release, Food Frauds, Sterilization Process etc.)Support the qualification process, assess effectiveness are well performed thru CVS process and comply to agree process (Test Protocol) cover Product/Process/Package area.Ensure EM’s Process Capability by set up EM’s process specification and Confirm the KQA performance able to meet specification.Lead robust quality management to handover process from development stage (HO1) and the handover from Mars Quality management to EM (HO2)Reflect risk management from EMPRA and Create, hold, and release criteria and Mars Verification PlanAccountable for EM technical contracts achievements – TS1, TS2, TS3 are documented, aligned, and signed off with the stakeholders (Mars Internal Customers Mars-EM)Ensure Technical specifications and others quality document are documented and controlled (Nexus)Standardize or create quality management solution where has opportunities on EMQM executions.Ensure Continuous Improvement mindset and behaviors are in place, agree improvement plans and regularly review against committed timings.Responsible for internal reporting, systems development, and stakeholder management within the EM function to drive efficient ways of working.Ensuring that Business IP has been protected as well as manage supplier relationship when have any communication or trialEnsure all goods are delivered to market in the good condition. Not damage from under specification of packagingResponsible for the speed to market during managing project, provide technical or any opportunities where possible to drive continuous improvement.Periodically evaluate the EM Key Performance Index and Identify and drive the improvement, lead the quality review both with EM and Mars’s CoMan TeamManage Quality Incidents as the incident owner according to the PRIMP procedure.Ensure effectiveness of customer complaint handling and nonconformity management. Lead EM Investigate through root cause analysis. Accountable to effective change management control at EM when any significant change of product, process or packaging changes. EMPRA or Technical are updated.Conduct Proactive quality management review with key Markets and benchmarking for improvementDrive the continuous Improvement and Development by KPI monitoring and priorityLeveraging external capability thru the DiB program, LEAN conceptDrive Mars standard implementation and ensure their compliance where applicable in EM area for example HRCI standard, Traceability Standard, etc.Team player of team engagementPerform other tasks as assigned
