We are seeking a highly experienced Senior Program Manager to coordinate Test Business activities across the F-22 Test Enterprise and provide Test Management Support and acquisition-related support to the F-22 program office at Wright-Patterson AFB. The candidate will function as the KBR Deputy Site Lead and supervise other KBR EPASS personnel. This role requires a deep understanding of the relationships between various test phases and the ability to optimize program execution through innovative approaches.
Roles and Responsibilities:
Apply critical thinking across all facets of duties, assisting the customer in optimizing program execution through traditional and non-traditional approaches to developing and delivering capability to the user, while demonstrating adaptability and flexibility to manage deadlines and change.Understand the relationships between lab, developmental, operational, weapons, and live fire test IAW AFI 99-103.Analyze, plan, and lead efforts to streamline system flight efforts while continuing to remove barriers to communication, efficiency, and effectiveness between labs and flight tests.Analyze, plan, and lead efforts to streamline Continuous Improvement/Continuous Development (CI/CD) pipeline, subsystem labs, and system integration labs that support F-22 development testing while striving to remove barriers between labs and flight test.Interface with Air Force Headquarters, Air Combat Command (ACC), AFMC, Air Force Test Center, Office of the Secretary of Defense (OSD), Air Force Operational Test and Evaluation Center (AFOTEC), AFLCMC, Defense Contract Management Agency (DCMA), Defense Contract Audit Agency (DCAA), F-22 Engine Program Office, and user communities to accomplish tasks including, but not limited to, managing cost, schedule, and performance, responding to audit requests, managing schedules, and setting priorities.Assess the necessity of multiple supplier labs to support development testing and determine the best approach to fund supplier labs.Liaise with the CTF and other Government agencies regarding the process to transfer aircraft from ACC to AFMC for developmental test.Understand Agile principles and adapt those principles to a service contract.Support KBR Site Lead in overseeing tasking of KBR EPASS team in execution of tasking for support to the F-22 Program Office.Provide direct supervisory management of KBR employees assigned.Work Environment:
Location: The position is an On-Site billet supporting the F-22 Program Office at Wright Patterson AFB, OH. Based on specific tasking, the customer does support a Hybrid schedule for both on-site and telework completion of taskingTravel Requirements: There will be minimal (up to 25%) travel associated with the positionWorking Hours: Scheduled Weekly Hours: 40. The working hours are a standard workday with core hours running from 0730 to 1630Basic Qualifications:
MS/MA is required and 12+ years of directly related experience with a minimum of five years within the DoD, orBS/BA is required and 15+ years of directly related experience with a minimum of five years within the DoD, or23+ years of directly related experience with proper certifications, with eight of which must be in the DoD.U.S. Citizen.Clearance: Top Secret (TS) or TS/Special Compartmentalized Information (SCI).KBR Benefits
