Facilities Engineering Manager

Overview

Lilly is currently constructing an advanced manufacturing facility for production of API (Active Pharmaceutical Ingredient) molecules located in Lebanon, IN.  This facility is Lilly’s largest investment in manufacturing capacity and is intended to provide APIs for current and future products, including new modalities.  This is a unique opportunity to be a part of the startup team for a greenfield manufacturing site, and the successful candidate will help to build the processes and facility to enable a successful startup into GMP manufacturing operations.

Main Purpose and Objectives of Position:

The Facilities Engineering Manager is responsible for managing the technical and administrative leadership of Facility Engineers at the Lebanon Plant 1 API Manufacturing site. The role is responsible for maintaining the site’s facility infrastructure and systems to a state of compliance.  It must assure that facilities and related infrastructure are fit for use when needed, maintenance and reliability techniques are efficient and effective, and appropriate corrective and improvement actions are taken when necessary.  Facility Engineering is also responsible for the efficient and effective management of local capital for their assets and oversight of engineering/maintenance contract resources.

In the project delivery phase and startup phase of the project (startup expected 2025 to 2027), leadership roles will be fluid and dynamic as we endeavor to support the project delivery, build a new organization, develop and implement the necessary systems and business processes required to support GMP operations, and build the site culture. This will require significant collaboration, creativity and resilience as the site grows to a full scale GMP manufacturing through start up.

Key Responsibilities:

People Management

Lead and manage resources effectivelyEnsure team is compliant & trained on programs, procedures, policies, etc. and oversee team’s learning plans (LP)Lead Monthly Safety Communications with Staff and participate in Safety AuditsLead the Performance Management initiatives for teamSupport and drive development plans and career path development for employeesEnsure team is aligned and working towards goals & objectives (site and team)Recruit & fill staffing needs for the teamAssure an adequate number of qualified resources to perform asset management processesProvide technical guidance, management, mentoring and development of facility engineers.This includes mentoring and developing engineers and working with plant personnel to improve rates and yields through changes to process equipment, procedures, and operator training.Sets expectations for a positive & proactive safety culture.Ensures the company values, standards and policies are communicated to and modelled within contracted services.Works with all functions to ensure facilities meets the site needs & ensures effective prioritization of activities.

Engineering Management

Provide Engineering direction for projects & design needsEngage in regulatory and internal audit supportEnsure proper housekeeping of responsible areas are maintainedOwn incident reporting, investigating, and corrective measuresOperate in a continuous state of compliance, as well as look to become more effective and efficient with our processesFollow and ensure compliance of standards (GQS, Global Engineering, etc.)Ensure appropriate RTS requirements are metMaintain high level of coordination (0 overdue PMs, TrackWise TRs, etc.)Manage the Hold and Countermeasure Backlog for HVAC and UtilitiesThrough effective resource utilization and continuous improvement, reduce losses; improve equipment/system reliability, and lower costs.Establish and maintain metrics, as appropriateSupport Manufacturing and avoid product lossesExplore trends and implement deviation reduction opportunitiesDevelop local processes and procedures in accordance with the FUME system and ensure requirements are being metProvide oversite of expense and capital spend (forecasting for future and present needs)Provide guidance in developing scope for projects, as well as time schedules and cost estimates.Ensure successful completion of documentation for technical changes and projects under their management, including EHS documentation.Support safety and environmental process activities and be a role model for leadership in these areas.Continuous improvement in productivity of the manufacturing facility.Perform failure and root cause analysis and make technical recommendations for repairs and replacements considering economics and plant availability risksEnsure compliance with all elements of process safety management by managing and reporting on site MOC status, driving improvement, and ensure compliance by with the site MI program.Manage the site Maintenance and Repair budget for the site. Direct and develop facility engineers in capital project execution including process design, equipment specification, operator training, start-up support, and troubleshooting.Provide leadership, technical expertise and support for new product introductions, major process changes using plant trial authorization, operator training and generating new manufacturing procedures.

Basic Qualifications:

Bachelor’s degree in engineering or related field5+ years extensive progressive chemical process and plant experience is necessary for this position2+ years supervisory experience in engineering.
