Statement of Duties
The Department of Public Works (DPW) Facilities and Fields Coordinator (FFC) will maintain efficient and smooth operation of physical jobsites, ensuring a safe, clean, and functional environment. The employee has responsibility for implementing maintenance policies, contracts, events fee management, review of public event licenses, and permit revenue budgetary management. The Facilities/Field Coordinator liaises with DPW Grounds and Fields division, DPW Buildings division, Parks and Recreation Department, School Department, and various other City staff and departments regarding permit uses of City facilities and fields.
Essential Functions:

+ Supports facility and field project work plans in collaboration with DPW Grounds & Building divisions. Collaboratively, this team directs the grounds maintenance, horticultural, arboricultural, landscape and turf maintenance, and custodial activities within multiple City fields and facilities.
+ Sets standards for acceptable levels and methods of facility operations and best maintenance practices. City facilities include, but are not limited to: Dilboy Stadium complex, Blessing of the Bay Boat House, Ginny Smithers Pool, Dilboy Pool, and the Founders Memorial Skating Rink.
+ Works with the DPW Director of Finance and Administration to administer the budget for facilities and fields; responsibility includes monitoring budget expenditures, making revenue and expenditure recommendations to stay within budget; providing budget recommendations based on analysis of various building/field needs such as position allocation and maintenance equipment needs.
+ Provides recommendations for and ensures compliance with operational policies, priorities, and standards relating to field/facilities operations in order to achieve long and short-term program objectives; establishes systems for monitoring programs; develops long-term work plans; develops goals and objectives for assigned area; and participates in developing department wide goals and objectives.
+ Interprets and ensures compliance with memorandum of understanding (MOU's) and State facility use agreements.
+ Implements the City’s Fields maintenance plan in accordance with uses, conducting inspections of field, recreational facilities; recommends and implements new improvement projects; researches necessary resources and recommends systems and procedures to carry out projects.
+ Manages difficult situations and unusual problems involving interpretation of department policies, reviews complaints from patrons and vendors, and recommends solutions to supervisors.
+ Acts as liaison with the Parks and Recreation and School departments, other City departments and contractors; assists with coordination of special events held at City fields/facilities; and ensures that new construction and fields/facilities improvement projects coordinate with department operations as a whole.
+ Oversees adherence to permitting policies, rules, and regulations; notifies vendors and users of violations; takes steps to seek compliance; contacts Somerville Police Department and/or Inspectional Services Department to enforce rules and regulations.
+ Submits regular and special reports on City facilities and fields; gathers and analyzes information for these reports; organizes and prepares reports.
+ Interacts with the public and represents the DPW administration.
+ Performs related work as required.
Recommended Minimum Qualifications
Education and Experience: Bachelor’s degree and three (3) years of related experience in facilities and fields management; or any equivalent combination of training, education, and experience that provides the required knowledge, skills and abilities to perform the essential functions of the job.
Additional Qualifications: Valid Massachusetts Class C Driver's License and First Aid/CPR/AED certification is required.
+ Ability to obtain Certified Pool Operator (CPO) certification within 6 months of hiring.
+ OSHA 10 certification within 6 months of hiring
Knowledge, Abilities and Skill
Knowledge: Expertise and experience in athletic field/facilities maintenance and knowledge of principles and practices of athletic field/facilities operations management, including natural grass and artificial turf fields; City, State and Federal regulations concerning athletic field/facilities operations; laws, ordinances and principles of athletic field/facilities safety and enforcement activity; fiscal management and budget administration; project management, including the preparation of estimates and bid specifications; and principles and practices of effective supervision and personnel management. Advanced knowledge of emergency procedures, First Aid, and CPR.
Ability: Ability to apply the principles, practices, and current trends in the field of athletic field/facility planning and operations; develop and implement program goals, objectives, policies, and procedures. Ensure program operations integrate with department operations as a whole; formulate long range work plans; implement programs directly and through others; manage competing priorities effectively; discuss and resolve differences among multiple parties.
Ability to analyze and project needs and costs; communicate effectively both verbally and in writing using correct grammar, punctuation, and spelling; collect and analyze data; make recommendations and independent decisions, and project consequences of decisions. Evaluate service levels and performance; develop and administer operating budgets. Read and interpret City, State and Federal laws and regulations; perform basic mathematical calculations; work independently; establish and maintain effective working relationships with others; review, evaluate, and modify work methods; select, train, supervise, and evaluate staff; and plan, organize, and prioritize staff work assignments.
Ability to work on a team and exhibit leadership and collaboration; ability to handle problems effectively; ability to communicate clearly, both orally and in writing; ability to perform well in a fast-paced environment; ability to maintain confidential information; ability to maintain, manage, and organize records; ability to deal appropriately with employees, officials, and members of the general public.
Skill: Excellent organizational skills and attention to detail; excellent data processing skills in the use of personal computers and office software including Microsoft Office Suite (e.g., Word, Excel) to create and maintain reports and logs. Bi-lingual or multilingual ability in Spanish, Portuguese, Haitian-Creole, Chinese and/or Nepali a plus.
Work Environment
The work environment involves everyday discomfort typical of offices, with frequent exposure to outside elements. Noise or physical surroundings may be distracting, but conditions are generally not unpleasant. Employee may be required to work beyond normal business hours in response to attending evening meetings, events, or complete work assignments. Work in the field involves regular exposure to a variety of weather conditions.

Physical Demand
Moderate physical demands are required to perform the work. Work effort principally involves sitting to perform work tasks, with intermittent periods of stooping, walking, and standing. Work requires some agility such as moving in or about athletic fields, ice rinks, or over rough terrain, and prolonged periods standing and walking throughout facilities. Must be able to bend, lift up to 30 lbs., stretch, climb, and crawl to maintain equipment and facilities.
Motor Demand
Duties are both mental and physical; the job requires motor skills for activities such as moving objects, interacting in activities, operating a telephone, personal computer and other standard office equipment.
Visual Demand
Visual demands require constantly reading documents, on screens and paper, for general understanding and analytical purposes

Salary: $88,326.46 annual plus benefits
