Facilities Operations Specialist
Summary This position is located in NWFR (Facilities Operations and Maintenance - O&M), Facilities Operations (NWF), Workplace Services (NW), Chief Administrative Office (N), Bonneville Power Administration (BPA). As Facilities Operations Specialist you will serve as the program lead and primary technical authority for the Facilities O&M program providing leadership and technical expertise for all aspects of the infrastructure supporting Ross Complex, Portland Hangar and BPA Headquarters assets. Responsibilities Temporary Promotion (BPA-only): This is a temporary promotion, not to exceed one (1) year, may be extended up to five (5) years total; may be made permanent without further competition. Upon termination of the promotion, you will be returned to your original position of record, or to a different position of equivalent grade and pay. Temporary promotions may be terminated at any time based on the needs of management. If you are currently employed at a grade equivalent to, or higher than the advertised position, the action will be considered a detail for processing purposes, and no salary increase will be associated with accepting the position. Details are processed in 120 day increments and may be extended up to two (2) years total; additional extensions may be approved at the discretion of the Human Resources Service Center Director. Upon termination of the detail, you will be returned to your original position of record. Details may be terminated at any time based on needs of management. As a Facilities Operations Specialist, you will: Ensure that maintenance, repair, and construction needs are identified and that maintenance has been performed in accordance with established schedules. Provide authoritative oversight and technical facilities expertise and analysis for a range of agency activities. Serve as the agency expert for implementing adopted building codes and establishing agency standards for facility related activities. Plan, lead, coordinate, communicate, integrate and recommend programmatic solutions for the overall success of the Facilities O&M Program Develop a comprehensive strategic plan that supports Facilities O&M replacement program objectives including design and construction methods, technical requirements, applicable standards, material procurement, etc. Manage costs and schedules, risk management, quality management and resource allocations. The duty location for this position may be located in Portland, OR or Vancouver, WA. Duty location will be determined at the time of selection. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-12] in the Federal service. Specialized experience for this position is defined as: Specialized experience is defined as 1) Administering the design, construction, modification, operations and maintenance, asset planning, and documentation for all aspects of infrastructure supporting a variety of spaces (e.g. office buildings, technical service buildings, their assets, etc.); 2) Ensuring that maintenance, repair, and construction needs are identified and performed in accordance with established schedules. 3) Analyzing facility operations and maintenance problems to determine the most economical and practical engineering solutions. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
