Facilities Planner/Estimator

PCSI is looking for a Facilities Planner/Estimator to support our Business Development team! The Facilities Planner/Estimator develops cost estimates for new and existing work using the government customer's Request for Proposal, Statement of Work, and other identified requirements and prepares proposal documents for submittal. The Facilities Planner/Estimator may also be responsible for estimating and preparing change orders for projects in the execution stage. This position will also aid in the development of processes, tools and models for proposal development. 

This is a hybrid position based out of our corporate office in south Austin, TX. Some travel required for customer and site visits.

What You'll Do as Facilities Planner/Estimator:

Develop detailed cost estimates for new and existing business in the following Line of Business types: Total Facility Maintenance/Base Operations Support, Logistics/Warehousing, Vehicle Maintenance, Vehicle Operations, Custodial, Grounds, and Environmental Services/Healthcare Environmental Cleaning; including labor, materials, equipment, and overhead costs. Analyze project specifications, blueprints, and documentation to ensure accuracy. Research equipment, materials, estimated labor costs, and subcontract vendors necessary based on project specific requirements. Obtain and assess quotes from vendors and subcontractors. Build and maintain strong relationships with key suppliers and subcontractors for cost-effective procurement. Conduct cost-benefit analysis, monitor potential financial risks, and adjust estimates based on project updates or changes. Analyze, interpret, summarize, and present administrative and technical information and data effectively to internal and external sources. Attend site visits, customer visits, industry days, and other customer hosted events to gather information to prepare RFP responses. Stay updated on industry trends, material costs, and construction practices. Integrate new methods or technologies to enhance estimation accuracy. Utilize RS Means, ISSA, DoD manuals, and other productivity standards to develop a basis of estimate. Collaborate with Cost & Pricing, Operations, Contracting, Finance, and People Teams to incorporate historical contract data and to develop effective pricing models. Create and submit competitive bids and proposals. Draft schedules, detailed work break down structures/annotated outlines, and correct use of punctuation and grammar. Maintain detailed records of estimates, bids, and correspondence. Prepare and present comprehensive reports on cost estimates and project budgets. Maintain consistent positive customer relations through written, verbal, and personal communications.

What You'll Need to Be Successful:

A.S. or B.S. Degree: Engineering, Construction Management, Finance, Accounting, Business Management or equivalent is preferred. Significant experience can substitute for a degree. Three (3) years of experience in project management, controls, cost accounting, or cost estimating required. Current industry certifications in Project Management, Project Controls, Estimating, and/or Facilities Management preferred. Familiarity with AbilityOne and SourceAmerica organizations is a plus.

Detail-Oriented: Accurate and efficient in proofing, formatting, and meeting deadlines. Problem Solver: Analyzes technical information and provides clear, concise responses. Multi-Tasker: Manages multiple priorities and deadlines effectively. Adaptable: Learns new software and expands market knowledge.

Other Requirements:

Ability to pass criminal, financial, drug, and driving history screenings. May need to have a valid driver's license for company vehicle use. Sedentary Work: Primarily stationary functions (up to 85%). Computer Use: Frequent use of computers and office equipment. Communication: Regular communication via phone, email, and in-person interactions. Travel: May require travel up to 40%.
