**Position Description:**
Employees in this position are responsible for providing comprehensive project coordination, management and oversight for institutional construction, renovation, and upgrade projects. Duties include budget development and adherence; scope development, planning and programming; design reviews and application of customer input; contractor supervision; construction administration; commissioning, and close-out to include warranties and regulatory submission.

**Major/Essential Functions:**
+ Provides in-house project management services for Physical Plant department for new facilities, renovation projects, adaptation and modernization projects, and works as liaison on Capital Projects.
+ Prepares documentation required for project management such as scope, project schedules, cost estimates, etc.
+ Thoroughly analyzes project and work assignments and communicates problems, solutions, etc. to supervisor. Prioritizes work and communicates with customer and supervisor.
+ Prepares specifications for bid or proposal packages and construction documents. Evaluates bids, proposals and submissions and provides recommendations. Administers construction contracts and agreements.
+ Coordination with architects, engineers and consultants to provide appropriate preliminary drawings, final and detailed drawings and specifications, schedules and cost estimates. Complete other required activities including regulatory items and review of submittal documents before commencement of project work.
+ Conduct periodic on-site inspection and observation of work during construction to monitor compliance with plans and specifications and to ensure contractor meets project schedules.
+ Consults with client to determine project requirements, scope, schedule, and prepares information regarding specifications, design, schedule, estimated costs and related.
+ Provides excellent communication and interpersonal skills. Excellent customer service.
+ Maintains comprehensive project file and records to include schedules, record files, accounting budgets, payments, and other project record documentation.
+ Review and provide recommendations for modifying outdated department policies, standards, or work practices.
+ Must have and maintain valid State of Texas Drivers License and be listed as an approved driver as determined by Risk Management and insurance carrier. Must be able to pass the employee Criminal Background Check.
+ Performs other assigned duties as required/assigned. Designated to respond to building emergencies and weather situations as essential personnel. Maintains accessibility certifications. Actively continues personal education and developments.
+ Responds to emergency calls during regular shifts, afterhours, weekends and holidays to correct or remediate the problem.
+ Performs duties for the delivery of energy management projects and the execution of energy conservation initiatives.
+ Use Computer-Aided Design and Drafting (CADD) and/or Building Information Modeling (BIM) software to design space layouts, furniture placements, and installation drawings.
+ Assist customers on the selection and design of essential items of equipment and furnishings to ensure maximum durability for longevity, compliance with applicable codes and standards, efficient space arrangements, and enhanced aesthetic value.
+ Adhere to all TTUHSCEP policies, procedures and processes.
+ Personally demonstrate, display, and act in accordance with TTUHSCEP’s values (Service, Respect, Accountability, Integrity, Advancement, and Teamwork). Actively promote and encourage staff across the institution

**Preferred Qualifications:**
+ Minimum verifiable experience of three (3) years of work of similar size, scope and complexity.
+ Knowledge of architectural and/or engineering principles, practices, techniques and methods with the ability to utilize to complete project management and other assignments.
+ Able to effectively communicate this knowledge and related Information to clients and other vested constituents.
+ Able to span and coordinate with other functions and disciplines to productively complete work.
+ Be able to effectively and efficiently review, assess and utilize comprehensive project information such as construction drawings, technical criteria and specifications, economic factors, budgets, metrics, institutional policies & procedures., to manage multiple projects concurrently at various campus locations.
+ Ensure compliance and adherence to regulatory, procurement and best practice requirements. Able to develop and prepare basic designs and concepts for evaluation and construction.
+ Able to apply construction principles, techniques, methods, practices and solutions in the completion of project work.
+ Ability to develop and utilize quantitative and qualitative information to manage & coordinate overall projects. Complete field inspections throughout various phases and situations
+ Ensure project and campus health and safety.
+ Effective human relation and interpersonal communication skills to facilitate and coordinate work with external and internal personnel such as architects & engineers. contractors, agencies, vendors and institutional resources such as shop personnel.
+ Ability to manage and control project budgets. Ability to use computer and various software packages and technologies.
+ Licensed as professional engineer or registered architect in State of Texas or able to obtain through reciprocity process within six (6) months.

**Required Qualifications:**
+ Bachelor’s degree in Architecture, Engineering, Construction Management, Landscaping Architecture, Interior Design or related field from an EAC/ABET or NAAB accredited institution.
+ Three (3) years of extensive experience in managing large multiple design and construction projects.
+ An advanced degree in Architecture, Engineering, Construction Management, Landscaping Architecture, Interior Design or related field may substitute for one year of experience.
+ Prior experience in design, construction and facilities support. * Extensive knowledge of contract procurement, contract administration, budget oversight and meeting/managing deadlines.
+ Valid U.S. driver's license and proof of liability insurance as required by TTUS Office of Risk Management.
