FACILITY MANAGEMENT SPECIALIST - TITLE 32
Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This position is for a Facility Management Specialist, Position Description Number D0536000 located in the Construction and Facilities Management Office, Marietta, GA. This is a full-time, Excepted Permanent, dual status position which requires Georgia Army National Guard Membership. Area of Consideration: Open to current members of the Army National Guard. Responsibilities As a Facility Management Specialist, GS-1640-11, you will: Provide technical guidance in development of program documents and informational data to support the total construction program which includes the development of program scope documents. Develop planning documents to determine general characteristics of projects by applying technical criteria outlined in related National Guard Bureau (NGB) publications and regulations. Ensure that work orders are prepared and priorities determined to track planning and progress through to project completion. Recommend and implement preventive maintenance procedures to ensure life expectancy of operational facilities. Review historical maintenance data and writes reports to explain technical difficulties in maintaining facilities, and recommends useable solutions. Assist facility managers in determining safe, effective, and economical use and operation of ARNG facilities. Determine the initial scope of minor and recurring construction projects through coordination and consultation with using agencies. Coordinate preparation of architectural and engineering drawings covering a broad range of modifications for existing ARNG facilities within the state. Oversee the preparation and monthly submittal of installation utility data to the Defense Energy Information System Program. Maintain an effective position management program, and on an annual basis, reviews subordinate position descriptions to ensure positions are operating as intended and that duties and responsibilities are adequately reflected. Perform other duties as assigned. General Experience: Must possess experience which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems. Specialized Experience: Candidate must have 36 months specialized experience which demonstrates the knowledge of, and skill in applying, a comprehensive range of principles, concepts, and practices concerning equipment, facility, or service operations with complicated technical requirements that have no clear precedent or plan. Experience overseeing and implementing a program involving the identification and resolution of difficult issues or problems. Experience preparing budgets based on plans for maintenance, repair work, new construction alteration projects, replacement of existing equipment, or increase in services and processes to ensure program effectiveness. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
