Facility O&M Technician/BMS Operator
Overview **This position is physically located in Kuwait in support of LOGCAP** Under supervision of the Facility Maintenance & Repair Supervisor, Executes O&M facility services, quality, subcontractor performance, repair and minor new construction. Develops, evaluates, and schedules a facility maintenance program. Advises the Project Management Team of status, issues, impacts, risk, and cost-influence factors. Develops an equipment, tool, and material requirement plan, and provides performance reports as required by the PWS. Responsibilities This position description is subject to change at any time as needed to meet the requirements of the program or company. Operates, inspects and maintains Johnson Controls Metasys Building Management System (BMS) for proper function and monitors against approved benchmarks to include; HVAC, lighting, security, fire suppression, power generation, plumbing, electrical circuits, low-voltage electrical switchgear, and UPS systems Performs routine checks and upgrades software as provided by the manufacturer to ensure optimal functioning of the BMS system Monitors and verifies operation of all BMS field devices Troubleshoots BMS system faults and develops repair solutions Adjusts BMS settings and parameters to meet changing conditions, i.e., load, environmental, customer needs, etc. Records maintenance data and generates reports as needed Escorts foreign national subcontractors conducting PMCS and repairs of MCF critical system equipment Provides technical/operational guidance to ensure compliance with the PWS while delivering results Evaluates all maintenance request forms, sets priorities, and process work assignments Maintains documentation for all malfunctions, repairs, maintenance, or changes to systems and/or equipment Provides reports on all life safety, quality, and maintenance issues Provides a safe and secure workplace Provide materials requisition support for the section Performs other duties as assigned Qualifications Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required. Bachelor's degree and two (2) years of experience or Business or Technical School Associate's degree and five (5) years of experience. Must provide a copy of diploma or college transcripts. Ability to obtain host country driver’s license. Must be Secret Clearance eligible and/or ability to obtain a Secret Clearance Experience: Must possess strong computer skills and a high proficiency in all Microsoft Office applications. Must be able to read, write, and speak English fluently. Skills Strong leadership and analytical skills Effective communication and organizational skills Good interpersonal and people management skills Mastery of engineering skills, and associated tools/machinery required by the position U.S. Citizenship required U.S. Government-issued Secret Security clearance, or higher, required. SUPERVISORY/BUDGET RESPONSIBILITIES: Responsible for escorting/overseeing Foreign National Subcontract personnel onto the facility grounds, and inside the secured facility, to conduct PMCS and repairs of associated systems Working Conditions: Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit. Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, duty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months). Includes some industrial production environment conditions as well. Physical Requirements: Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work. Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents. Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
