Facility Operations Specialist
Summary Designated a unit of the National Park System in 1972, Gateway National Recreation Area encompasses approximately 26,000 acres. With a remarkable concentration of cultural, natural, and recreational treasures in an urban setting. The park includes a large number of complex former military fortifications and facilities in two states. The lands making up the recreation area were assembled from a variety of ownership - military, other federal, state, county, city and private. Responsibilities The incumbent serves as the Supervisory Facility Operations Specialist for the Gateway National Recreation Area and reports directly to the GS-14 Program Manager, Facility Management Division or Program Manager Business Management. The duty station is located at the Staten Island Unit (Staten Island, New York). The Supervisory Facility Operations Specialist is responsible for providing facility management support for all Units of the park having a widely diversified infrastructure and operational complexity. This position supports the operations, staffing, management, maintenance, repair, and construction of park facilities, including buildings, utilities, trails, roads, and other physical assets. These duties provide stewardship of hundreds of assets/facilities ensuring visitor use and enjoyment as well as the protection of natural and cultural resources. The major duties of the position will include: building effective relationships working with senior park leadership, division leads, and unit facility managers and staff on project and maintenance issues; facilitating the planning of cyclic projects for all units, creating cost estimates, scopes of work, contracting submissions, and managing funding and projects; coordinating both permanent and seasonal hiring actions to provide continuity of staff resources to maintain all assets effectively; integrating safety in all operations and projects to eliminate at-risk behaviors and environments and enforce regulatory policies and mandates for safety; use of expert level knowledge of Facility Management and Project Management systems to create projects and track maintenance operation activities; provides training to park staff in facility management systems and other NPS processes as required; uses knowledge of the mission, organization, and goals of the National Park Service to preserve and maintain all park resources. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. Occupancy of government quarters is required. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to travel overnight away from home up to 3 to 5 nights per month. You must obtain a government charge card for travel purposes. Qualifications All qualifications must be met by the closing date of this announcement-01/21/2025-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: This experience includes activities such as: demonstrated experience overseeing/leading facility operations and maintenance activities in roads and grounds maintenance, repair, and restoration; oversee/lead operations, maintenance, and restoration of historic structures; planning maintenance activities and developing preventive maintenance programs for a park, recreational area, or similar operation; responsible for a comprehensive safety and training program to mitigate at-risk behaviors and environments. Responsible for developing employees; etc. OR have specific course work that meets the requirements for a major in a particular field(s) such as engineering, industrial arts, property management, or business administration. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another. This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate. Physical Demands: The work requires some physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, and climbing such as in performing regular and periodic construction activities, field inspections, or to observe and study work operations in an industrial, storage, or comparable work area. Some light lifting of items such as books, instruments, and other similar materials may be required. Depending on project assignments, the work may require periodic to frequent travel of up to five continuous working days and driving a motor vehicle long distance to reach remote parks. Working Conditions: The work is usually performed in an office setting. The work area normally involves everyday risks or discomforts requiring safety precautions typical of offices or meeting and training rooms; or may involve occasional exposure to conditions in production facilities, laboratories, or construction sites requiring normal safety precautions. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance consistent with your SF_50s.
