FACILITY OPERATIONS SPECIALIST
Summary You will serve as a FACILITY OPERATIONS SPECIALIST for the Utilities Infrastructure Condition Assessment Program (UICAP) in the Facilities Management Division of Public Works Department Sasebo at NAVAL FAC ENGINEERING CMD FAR EAST . ***ACCESS TO MEDICAL AND DENTAL CARE IN JAPAN IS EXTREMELY LIMITED. Please see Additional Information section below.*** Responsibilities You will perform assessment of utilities by inspecting, identifying requirements, documenting the condition, and documenting risk appropriately. You will develop projects following assessments, based on mission requirements and priorities, and ensures projects are adequately inserted into the requirements process. You will propose and review utility projects that address high risks and perform data/trend analyses as necessary to assist in determining/projecting long term resource requirements. You will perform field surveys and develops Scope of Work and government estimates when data is to be collected by contract. You will perform utilities risk assessments, facilitate annual risk assessment, and quality control of risk assessment results using various Navy software packages to ensure utilities data is properly maintained and managed. You will interface and coordinate Infrastructure Investment requirements between Commodity Managers and UICAP databases. Requirements Conditions of Employment Qualifications To qualify for the GS-12 grade level, your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following. Experience providing guidance to supported commands on work requests, funding, and facilitating work execution Experience managing updates to management on all issues and work efforts being accomplished for the facilities/utilities assigned Experience identifying deficiency data from facility/utility inspections to develop maintenance action plans and maintenance execution plans To qualify for the GS-11 grade level, your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following. Education In lieu of specialized experience at the GS-11 grade level, you may qualify with the following education or combination of both education and experience: Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree or, Successful completion an LL.M. degree that is related to the position being filled. or, A combination of experience and graduate education as described above that equates to one year of experience. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily. To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation. ICTAP Applicants: To be considered well-qualified and exercise selection priority as an ICTAP candidate, displaced Federal employees must satisfy all qualification requirements for the position and receive a rating in the highly qualified category (score 85) or higher.
