Facility Security Officer (FSO)

Oneida Technical Solutions (OTS), headquartered in Oneida, New York, is a tribally owned, dynamic, and growth-oriented IT Consulting firm dedicated to serving the Department of Defense (DoD). \n

We are seeking a Facility Security Officer (FSO) to support our government contracting operations. The successful candidate will lead a small team of security professionals and be responsible for the management and implementation of the National Industrial Security Program (NISP) and all other security activities for our Corporate Headquarters located in Oneida, NY. The right individual should be well organized with the ability to thrive in fast-paced, high-stress situations.\n

Duties include, but are not limited to:\n\nResponsible for maintaining facility compliance as it pertains to requirements and obligations associated with holding a Facility Clearance (FCL) and management of a Personnel Clearance (PCL) program.\n\n\nImplement and coordinate all aspects of a facility and personnel security program in compliance with government security requirements, to include, but not limited to, oversight of all NISPOM compliance matters, document control, visitor control\/requests, personnel security education and awareness training, interfacing with DCSA and cognizant security agency representatives, and all security requirements of prime contracts and subcontracts. \n\n\nManage and maintain full compliance with all SOP and SEAD 3 reporting requirements.\nInterpret policy and apply mitigation strategies to minimize vulnerabilities and incidents.\nIn the event of suspicious activities or behaviors that jeopardize security or compliance, conduct thorough investigations. \nManage access and employ protocols to safeguard controlled and\/or sensitive information. \nProvide timely and accurate Industrial Security guidance to Executive Leadership, Human Resources, Recruiting, Program Managers and Staff.\n\n\nReview and implementation of all prime contract and subcontract DD Form 254s.\n\n\nEnsure data compliance for multiple CAGEs in DISS and NISS.\nOversee and coordinate an Insider Threat Program. \nEnsure all personnel and facilities-related actions are carried out within the appropriate system of record (DISS, NISS, NBIS, eQIP). \nDevelop, and implement a Security Education program, ensuring compliance with all NISPOM, SEAD-3 and contractual (DD-254) Training Requirements (e.g. Initial and Annual Refresher Training, COMSEC, NATO, CUI, etc.).\nCoordinate all required security clearance training\/briefings and investigation-related onboarding activities for new hires, including collection of completed certifications and acknowledgments, and fingerprint collection\/submission.\nCoordinate employee out-processing pertaining to security requirements, including, but not limited to, security out-briefings. \nDevelop and maintain a robust travel security program.\nPerform self-inspections and participate in all government Continuous Monitoring reviews and inspections. Maintain all required files and lead all preparation activities in support of all DCSA Security Reviews (audits).\nExhibit leadership and decision-making ability within the scope of the position.\nProduce finished documentation, e.g., reports, special studies, policy and procedure development, security designs, training programs and assessments.\nProvide research and technical support to projects, produce solutions and documentation, and monitor project tasks and schedules.\n\n

Required Qualifications:\n\nPrior experience as an FSO or Alternate FSO. \n\n\nMust be a U.S. citizen. Applicants selected must meet eligibility requirements for access to classified information.\n\n\nMust possess no less than a Top-Secret clearance at the time of application and be eligible to obtain Top Secret\/SCI.\n\n\nBA\/BS degree in an engineering, cyber security, or equivalent discipline. A combination of college and work experience or 4-6 years related Industrial Security experience may be substituted in lieu of degree.\n\n\nMust have detailed knowledge of the NISPOM and be able to interpret all applicable government policy (NISPOM, ICD, SEAD, etc.).\nMust have physical security and classified meeting experience.\nMust be able to manage special projects and training initiatives.\nDetailed experience working with a security system of record in coordination with DISS, NISS, NBIS, and other government security systems of record. \nExperience with or knowledge of Foreign Ownership Control and Influence, Special Security Agreements and Foreign Corrupt Practices Act (FCPA).\nMust be proficient with Microsoft Office and Adobe Acrobat applications.\nMust possess excellent oral and written communication skills, the ability to manage multiple roles and projects, and strong organizational and time management skills. .\nMust be self-motivated and have a sense of urgency.\n\n

Preferred Qualifications:\n\nExperience with COMSEC or as a COMSEC Custodian.\nNCMS Industrial Security Professional (ISP) certification.\n\n

Compensation Range: $105,000-$120,000\n

The compensation range provided is a general guideline. When extending an offer, OTS considers factors including (but not limited to) the role and associated responsibilities, location, and market and business considerations, as well as the candidate's work experience, key skills, and education\/training.\n

Please note all positions require a 5-panel, hair follicle drug test as well as a Public Trust background check.  West Point Military Academy also requires that all employees on-site have a clean, valid drivers license.
