SUMMARY

The Facility Specialist is a critical support role responsible for providing site-specific facility management details throughout the project lifecycle. Acting as an extension of the Facility Manager (FM), the Facility Specialist ensures that all site-related requirements and operational impacts are considered and addressed. This role is consultative, working closely with the Project Manager (PM) to provide detailed information necessary for the successful execution of projects. The Facility Specialist will leverage their experience in facility management to support the project lifecycle related to the operational elements of the facility but does not control, manage, or lead the project, including the technical aspects of the project.

KEY DUTIES & RESPONSIBILITIES

Chartering Meeting:

Collaborate with the Project Manager (PM) and Asset Manager (AM) to confirm that the Scope of Work is accurate and complete. Identify and provide contacts for key stakeholders, including Landlord and Ministry Contacts for the site. Provide comprehensive site details such as Hours of Operations, escort requirements, program specifics (e.g., Building Automation Systems (BAS) impact), and site criticality. Offer detailed site access information, including card access, keys, after-hours access, clearance, and secure spaces. Highlight any other ongoing projects at the site, including those by BGIS, Collier, or IO/Ministry.

Design Review:

Participate in the Design Review meeting to understand the progress of the design or any changes in the project scope specific to site-related requirements and operational impacts.

Construction Kick Off:

Participate to comprehend the operational impacts and tasks related to the project's lifecycle, especially those affecting the ministry program. Identify the need for tenant memos, Change Request Orders (CRQs), and escorting requirements in certain areas.

Ad Hoc Meetings:

Attend additional meetings as required to provide site-specific facility management input.

Ready to Take Over Walkthrough:

Participate in the project completion walkthrough to accept the project and discuss any substantial performance gaps. Review the sub-performance documentation to identify site deficiencies that could impact operations. Accept projects only after the sub-performance report has been completed. Understand and escalate potential issues and incidents that could affect site operations.

Tenant Impact Assessment:

Understand the potential impacts of the project on tenants, including power shutdowns, parking lot closures, noise, and entrance closures. Provide information to the Service Delivery Manager (SDM) to support approval processes for the submission of tenant memos. Coordinate with the Project Manager (PM), who is responsible for creating the tenant memo, and ensure details are communicated effectively to the Facility Specialist (FS).

Incident Management:

Understand and monitor incidents occurring at the site. Communicate incidents using the GCET tool. Participate in Root Cause Analysis (RCA) processes, led by the Project Manager (PM).

Method of Procedure (MOP) Reviews and Approval:

Facilitate the approval of MOPs through BGIS internal key stakeholders as required (i.e., Technical Services). Support the CRQ (Change Request Order) process as needed.

Access Requirements and Coordination:

Share access requirements for the site with the Project Manager (PM). Ensure the PM executes and organizes access for project consultants and vendors as required. Provide landlord contact information to the PM for lease sites. Coordinate with the PM, who liaises with the landlord for specific project tasks and maintains updates for the FS.

Equipment Training and Commissioning:

Assign technical resources for equipment training and commissioning. Coordinate with resources such as Stationary Tech, ITS, Mobile Tech, CE Lead, and MTL to ensure proper training and commissioning of equipment.

Technical Oversight:

Participate as needed as the facilities representative in technical reviews specific to site-related requirements and operational impacts.

Technical Expertise:

Support project requirements by reviewing charters and identifying deficiencies. Advise on scope details and site-related requirements. Conduct site visits to review projects. Execute to the schedule and coordinate vendors as needed to support site access.

KNOWLEDGE & SKILLS REQUIRED

Experience in facility management or a related field. Strong organizational and communication skills. Ability to work collaboratively with various stakeholders, including project managers, landlords, and ministry contacts. Detail-oriented with the ability to understand and communicate complex site-specific requirements. Familiarity with building operations and site access procedures. Excellent interpersonal and collaboration skills. Strong analytical and problem-solving abilities. Proactive approach to identifying and addressing potential operational impacts. Ability to manage multiple tasks and projects simultaneously. Knowledge of site security protocols and access control systems.
