The Department of Human Services connects eligible citizens to federal, state and local resources for food, healthcare, childcare, cash assistance, workforce development, and energy and utility assistance. Some of the services we provide are Adult Protective Services, Services for at-risk youth and their families, Adoption and Foster Care, Resources for homeless families and individuals in Norfolk, college internships, Senior and Veterans assistance, and more.

The City of Norfolk's Department of Human Services seeks to hire a Family Services Worker III as the training liaison to Child Protective Services (CPS) and In-Home Services (IHS) programs. The Family Services Worker III-Training Liaison will be responsible for the onboarding, training, and coaching of new and established family services workers in the CPS and IHS programs. The Training Liaison will also provide cross-training to Permanency and Adult Services programs. The Training Liaison is critical to the agency's continuous quality improvement efforts.
Department Hiring Salary Range: $54,601.00 - $62,791.15
Essential Functions
+ Onboard new family services workers, which includes coordinating access to computer systems, issuing computer equipment, and developing training plans.
+ Coordinate and provide agency orientation and program-level training for staff in Child Protective Services and In-Home Services.
+ Accompany new family services workers to court, Family Partnership Meetings (FPMs), Family Assessment and Planning Team (FAPT) meetings, and field visits, while participating in case-related staffing with supervisors and other community professionals. Assist new workers in conducting family assessments and investigations.
+ Develop online and in-person training materials and job aids for new workers.
+ Coordinate, monitor, and track the Virginia Department of Social Services (VDSS) required training.
+ Serve as a liaison with family services supervisors and the program manager to facilitate job shadowing and field observations.
+ Monitor staff performance and progress by reviewing contact notes, service plans, and other documentation, while providing weekly feedback to supervisors and the program manager.
+ Offer feedback, guidance, and coaching to enhance worker competencies as outlined in the VDSS Practice Model.
+ Occasionally assist with coordinating and facilitating family partnership meetings.
+ Provide training, support and supervision to student interns.
Education/Experience
+ Minimum of a Bachelor's degree in a Human Services field or minimum of a Bachelor's degree in any field and minimum of two years of appropriate and related experience in a Human Services area (Section 22VAC40-670-20 of the Administrative Code of Virginia). Possession of a BSW or MSW degree and a Commonwealth of Virginia Social Worker license are desirable.
+ Three (3) years experience in Social Work / Human Services.
+ Valid Driver's License may be required depending on assignment.

+ Signing Bonus- This position is eligible for a one-time $5,000 signing bonus.

+ Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
+ The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
