**About the Program**
A stable, prosperous, peaceful and resilient PNG is critical to Australia's interests. Australia is PNG's largest development partner, its main partner on economic and security issues.
The **Australia PNG Subnational Program** (APSP) is an enabling mechanism comprised of three separately designed programs including: Bougainville Partnership (BP), Kokoda Initiative Partnership (KIP), and the South Fly Resilience Plan (SFRP) which is transitioning to the Western Province Partnership (WPP). Each program has its own outcomes, theory of change, operational approach and separate monitoring and evaluation systems.
There are five high level outcomes which span all programs:
+ Output one: Effective gender-centred programs delivered for Bougainville, Kokoda, and Western Province
+ Output two: Support DFAT to coordinate Australian inputs in selected subnational contexts
+ Output three: Technical assistance targeted at key institutions and policy reforms
+ Output four: Rapid programming of resources in support of DFAT priorities
+ Output five and six: Analysis, learning, and adaptation
Managed by Abt Global under a single contract from 2022 to 2026, the centralised approach is aimed to ensure and drive value for money by realising back-office efficiencies, ensure gender is consistently at the forefront of each program and deliver opportunities for learning and adaptation between programs.
**About the Program Activity**
The **Western Province Partnership** (WPP) is a component of the Australia-Papua New Guinea Subnational Program (APSP). The objective of the WPP is for Australia and Western Province foster stronger ties and greater coordination to improve human and economic development, enabling infrastructure and regional security.
The WPP will work toward the realisation of the following end of program outcomes (EOPO) by 2026:
1. Women and men participating in program activities have diversified livelihoods from agriculture and fisheries.
2. Targeted communities collaborate to strengthen welfare, production, and resilience.
3. Women contribute to decision-making and take on leadership roles in targeted provincial, district, and community structures.
4. Policy and practice at provincial and district levels are directed towards delivery of minimum priority services.
The WPP is nested under the Western Province Strategy which aims to unify Australia’s development assistance and captures Australia’s whole-of-government engagement.
The Morehead Hub, a geographical expansion initiative of the WPP from the Daru Program Office, will provide improved access to program resources and activities for surrounding communities, implementing partners and government counterparts.
The range of activities to be implemented be from most programmed components. Emphasis will be on support to women and men in agriculture and livestock; community governance through small grant modalities and land use planning; gender empowerment and disability inclusion; WASH and Water Security; Ranger Program outreach and strengthened Provincial and District Administration Capacity (in rural development and agriculture).
**About the Opportunity**
Under the leadership of the Hub Manager and WPP management, the Farm Coordinator will be responsible for planning, organising, and executing farm activities in line with the annual workplan of the Western Province Partnership program. The farm manager will ensure programmed activities are compliant with DFAT and Abt Global policies and deliver on agreed objectives as set out in the APSP and Morehead Development Hub operations manuals.
A key function of this position will be to maintain best practices on and off farm to integrate new interventions such as climate smart practices, establishment of trial crops and livestock demonstration sites while ensuring sustainability and adaptation is compatible for community uptake. **Key Responsibilities**
The Farm Coordinator will:
**Administration and Operations**
+ Work alongside the EIP Manager and WPP Agriculture Advisor to develop and implement farm plans and budget to carry out best farming practises, training and research activities
+ Coordinate the day-to-day operations of the farm including supervision, prudent use of resources and mentoring of staff
+ Oversees record keeping and farm data entry support, making sure information for all stages of seeding, planting, and harvesting is accurately logged at the end of each week into the hub information management system
+ Provide reports to the hub manager, EIP manager and the WPP Management as and when required.
+ Support educational training tours in and on the farm programs, guide farming groups during tours
+ Communicate any notable issues with hub management and provide feedback on on-farm activities for improvement and continued growth
+ Provide support to the hub manager on the functions and operations of the WPP Morehead farm, including staff, assets, on-site security and facilities.
+ Work closely with DAL officer to ensure coordination and implementation of farm activities are in accordance with the WPP Annual Workplan, Implementation schedule and WPP MERLA reporting requirements and timelines provided.
+ Manage, monitor and report on farm activities and expenditures against planned activities and asset usage in a timely and efficient manner to ensure transparency and accountability in accordance with Financial Management and Procurement guidelines.
+ Liaise and coordinate with the hub manager, EIP manager and DAL officer and WPP management team on a regular basis or as and when required to update monthly operational requirements.
+ Liaise with WPP Operations Team to coordinate travel and logistics for delivery of farm inputs and movement of training personnel to and from the site.
+ Provide strategic advice to hub manger and EIP Manger on matters that may affect the achievement of the farm and its research activities, EIP activity outcomes or the overall direction
+ Ensure effective coordination and monitoring of farm operations to achieve intended outcomes of the program.
+ Report suspected or actual fraud, internally and externally, consistent with Abt Policy.
**Farm Technical Input**
+ Collaborate with Hub Manager, EIP Manager and Agriculture Advisor on yearly planning for cropping cycles, poultry layer production and research schedule according to the annual workplan and set achievable targets on weekly or monthly basis
+ Manage the day-to-day upkeep of the farm facilities and usage of the farm equipment reporting damage and submitting requests as and when required to maintain provision of resources for farm operations and training purposes.
+ Ensure farm facilities and assets are maintained, cleaned and prepared for use by program beneficiaries, communities, implementing partners and government counterparts.
+ Ensures proper bed preparation (clearing, tilling, amending, raking), Transplant production and transplanting, Direct seeding, maintain planted beds – irrigating, weeding, fertilizing, trellising, thinning, and pruning
+ Harvest, process, and pack produce with attention to quality control, ensuring highest level of product freshness and sanitation, keeping produce stored as required, with proper temperature and moisture always
+ Supervise the construction of a mini poultry layer shed and lead in managing a mini poultry layer facility
+ Assign tasks and do daily inspection to ensure proper feeding and water rations are administered.
+ Ensure compliance with health and safety regulations and coordinate with NAQIA to monitor flock health and impose biosecurity measures for any health issues identified.
+ Regularly review production data to optimize and address any operational challenges.
+ Maintain inventory for all farm assets and inform hub manager of any necessary repairs, order new supplies and perform routine maintenance as identified immediately
**Training and Training Facilities**
+ Participate in training activities and provide technical input to famer group visits and training on on-farm agriculture production, poultry layer farming and research
+ Organise and supervise farm visits to maintain farm hygiene and safety measures.
+ Liaise with lead trainers to ensure training materials are prepared for training activities.
+ Provide support to the establishment and ongoing implementation of the farm activities, research trials and demonstration plots for learning and research purposes.
**Communications and Relationships**
+ Liaise with WPP Management/Advisors to ensure cohesion and integration WPP programmed activities to be implemented at the Hub.
+ Provide input into setting up a Communications and Outreach plan for the hub and the surrounding communities
+ Establish and manage effective relationships with Hub Working Group
+ Conduct awareness campaign and ensure accurate and ‘on message’ information is disseminated.
**Risk Management & Security**
+ Provide support to the hub manager in addressing security issues and mitigate risks to the farm and hub facilities including reputational risks
+ Manage implementation and compliance of approved risk and security management plans. Ensure compliance with Abt program risk strategies/plans and security strategies/plans.
+ Uphold high standards in work methods, following SOP’s, procedures, and OHS compliance
**General Duties**
+ Contribute to written and/or verbal reports and documentation as specified by the hub manager
+ Ensure consideration of the specialised needs and social impacts on women, children and persons with disabilities.
+ Support the design and delivery of effective monitoring, evaluation and learning strategies, including but not limited to the measurement of impact, including the baseline survey of communities accessing hub services and midline analysis of changes in income, yield, quality, and labour intensity (women).
+ Ensure the integrity of Abt Global at all times amongst all stakeholders.
+ Ensure hub operations and communications adhere to the WPP Strategic Communications Plan and branding guidelines.
+ Compliance with DFAT and Abt Associates policies.
+ Participate in communities of practice, as relevant.
+ Any other reasonable duties as directed by the hub manager

**About You**
We are seeking an individual who will bring:
**Qualifications**
+ Tertiary qualification in agriculture and/ or 2-4 years’ experience in farm management preferred
+ Experience with general animal husbandry tasks and general crop production skills preferred
+ Ability to collect and manage research data and contribute to training courses in a rural setting, manage staff, assets and resources.
**Knowledge**
+ Demonstrated knowledge of farm management practises and basic understanding of good governance, business management inclusive of GEDSI principles
+ Demonstrated understanding of the program delivery requirements of the Australian and PNG Governments, and/or transnational private sector organisations.
**Skills/Experience**
+ Two to four years relevant experience in the agriculture industry and administration within complex environments.
+ Demonstrated ability to proactively deliver results for the program.
+ Working knowledge of Microsoft Excel and Office and online project management tools.
+ Planning and logistics skills and coordination capability
+ Ability to work independently and as part of a multi-cultural team.
