A&AS Acquisition Manager
This position will function as the Advisory and Assistance Services (A&AS) Acquisition Manager for the DTRA Cooperative Threat Reduction (CTR) Program. CTR's develops partner nation CWMD capabilities through building partnership capacity activities under congressional authorities of the Global Nuclear Security, Delivery Systems Threat Reduction, Biological Threat Reduction, Proliferation Prevention, and Chemical Security and Elimination programs. This contractor role primarily manages Department Level finances at both a high-level and daily operation.
The Acquisition Manager is responsible for ensuring all acquisition actions across the Department’s various programs are obligated in accordance with FAR (Federal Acquisition Regulation), acquisition milestones stay on track, and that the projects meet the intended estimated award dates.
DUTIES
Serves as lead acquisition advisor for ~$75 million annual budget;Provides strategic guidance on all matters pertaining to acquisition within the Department;Assesses acquisition processes at the macro-level across the entire Department;Identifies gaps in the current acquisition methodologies, evaluates mission impact, and develops a path forward to address those gaps;Leads efforts to identify acquisition risk elements, and develops risk mitigation strategies before those risks develop into major issuesAssist clients and A&AS staffs throughout the entire lifecycle of DOD projects to include requirement developments, initial acquisition strategy development, market research, source selections, and contract monitoring and closeout Assists the Department on any necessary acquisition system transitions;Develops training and on-boarding materials to improve the collective knowledge of the team;Supports the Project Teams throughout the acquisition lifecycle of their projects;Serves as the Departments primary delegate for tracking acquisition and obligation milestones;Provides general acquisition support and direction to all of the Department’s Project Officers and A&AS Support Staff;Recommends appropriate acquisition vehicles to Project Teams during initial strategy sessions;Trains all on-boarding staff on CTR acquisition processes, and ensures new hires are aware of their current acquisitions;Provides strategic recommendations to department leadership;Manages the Acquisition Milestone Tracker to ensure that all project awards are meeting the necessary milestones in a timely manner;Develops and briefs biweekly meetings to Department leadership;Suggests ways to improve and streamline acquisition operations;Addresses recurring and ad hoc acquisition-related RFIs/RFPs;Leads weekly Acquisition Brown Bags to share and familiarize department staff with CTR acquisition-related topics;Holds bimonthly Acquisition Office Hours to address staff questions;Provides surge support for urgent acquisition actions;Point-of-contact for all acquisition requirements development (SOWs, SOOs, PWS, IGCE, etc.)Serves as a liaison between finance and contracting;Helps broaden the scope of the Department’s acquisition approach so that the department is not overly reliant on a particular award vehicle or approach;Other duties as assigned. Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
