Job Description:
The Federal Change Management & Reporting Manager is responsible for ensuring the smooth and controlled implementation of changes within the Cloud Services department while simultaneously providing critical insights into the performance and utilization of cloud services. This hybrid role will leverage ServiceNow to streamline change management processes, generate insightful reports, and drive data-driven decisions within a federal government context.

M-F 9-5, Candidate must be flexible to work evening and weekends if required
Responsibilities include:
Change Management:
Develop, implement, and maintain robust change management processes and procedures aligned with industry best practices (e.g., ITIL) and federal government regulations (e.g., FISMA, FedRAMP).
Establish clear roles and responsibilities for all stakeholders involved in the change process.
Ensure adherence to change management policies and procedures across all teams.
Review and assess all proposed changes for potential risks and impacts, including security, compliance, and operational implications.
Conduct thorough impact assessments to identify potential service disruptions, security vulnerabilities, and performance issues.
Participate in Change Advisory Board (CAB) meetings to present and discuss proposed changes and obtain necessary approvals.
Develop detailed change plans outlining the scope, timeline, resources, and communication plan for each change.
Coordinate and schedule changes with impacted teams and stakeholders.
Monitor and track the progress of all changes throughout the lifecycle.
Communicate change status updates to stakeholders effectively and proactively.
Collaborate with incident and problem management teams to identify and address root causes of incidents.
Analyze change failures to identify areas for improvement in the change management process.
Implement corrective and preventive actions to minimize the risk of future failures.
Reporting & Analytics:
Design, develop, and maintain a comprehensive suite of ServiceNow & OpsRamp reports and dashboards to monitor key performance indicators (KPIs) related to cloud service consumption, costs, performance, and security.
Develop and implement advanced reporting techniques, including data visualization, predictive analytics, and machine learning, to gain deeper insights into cloud usage patterns.
Utilize ServiceNow or OpsRamp reporting capabilities (e.g., Performance Analytics, reporting workflows) to create interactive and user-friendly reports.
Automate report generation and distribution to relevant stakeholders.
Collect, analyze, and interpret data from various sources (e.g., cloud provider APIs, billing systems, ServiceNow CMDB) to support reporting and analysis.
Develop and maintain data models and data dictionaries to ensure data accuracy and consistency.
Conduct data quality assessments and implement data cleansing and transformation processes.
Collaborate with business stakeholders to understand their reporting needs and translate them into actionable reports.
Gather and document business requirements for new reports and dashboards.
Present findings and insights from reports to stakeholders in a clear and concise manner.
Process Improvement:
Continuously evaluate and improve the change management process based on best practices, industry trends, lessons learned, and federal government regulations.
Identify and implement automation opportunities to streamline the change process.
Proactively identify and address potential risks and issues related to change.
Identify opportunities to improve data quality, reporting processes, and data analysis methodologies.
Implement data-driven recommendations to optimize cloud service utilization and reduce costs.
Contribute to the development and improvement of cloud service management processes.
Change Management:
Proven track record of successful change management implementations: This could include experience with:
Leading or participating in significant IT projects involving organizational change.
Developing and implementing change management plans and strategies.
Conducting thorough impact assessments and risk analyses.
Effectively communicating change initiatives to stakeholders at all levels.
Overcoming resistance to change and ensuring successful adoption.
Experience in a federal government environment: This is crucial for understanding the unique challenges and requirements of working within federal agencies.
Knowledge of relevant regulations, policies, and security standards.
Experience navigating the complexities of federal procurement and contracting.
Familiarity with federal agency IT environments and operations.
Reporting & Analytics:
Hands-on experience with data analysis and reporting tools:
Experience with data extraction, transformation, and loading (ETL) processes.
Ability to develop and maintain complex reports, dashboards, and data models.
Experience with ServiceNow:
In-depth knowledge of ServiceNow reporting features and capabilities.
Experience configuring and customizing ServiceNow reports and dashboards.
Ability to troubleshoot and resolve issues related to ServiceNow reporting.
Cloud Computing:
Experience with cloud computing platforms:
Hands-on experience with at least one major cloud provider (AWS, Azure, GCP).
Understanding of cloud security best practices and compliance requirements.
Experience with cloud cost optimization strategies and tools.
