Job Summary:
The Federal Contract Compliance Specialist is responsible for ensuring that our organization adheres to all federal regulations and requirements when participating in contracts with the U.S. government. This role requires a deep understanding of federal contracting laws, policies, and procedures, particularly those relevant to Puerto Rico. The specialist will collaborate with various departments to assess, implement, and monitor compliance initiatives to mitigate risks and ensure the organization's continued eligibility for federal contracts.
The incumbent will support successful contract performance of the Puerto Rico Ferry contract by completing routine compliance tasks, working on assigned projects, and providing administrative support in accordance with contract requirements and FTA regulations. This position will advise the Operational Team on the best contractual strategy with an eye toward reducing costs and contractual risks and increasing profits. In addition, timely and accurate submission of change order proposals to the Government; negotiation of change order proposals; reviewing Requests for Proposals (RFP) and identifying risks and potential compliance issues; interpretation of contract clauses and provisions; processing contract modifications; analyzing new Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) Clauses and changes; researching, coordinating, and preparing responses to Government inquiries; establishing and maintaining contract administration files and data bases; administering the Ethics and Compliance Program; and ensuring compliance with all Federal Government contracting requirements.
Essential Functions & Responsibilities:
Contract Compliance Assessment:
Conduct thorough reviews of federal contracts to identify compliance requirements specific to Puerto Rico. Collaborate with legal and procurement teams to ensure that contracts meet federal standards and local regulations. Provide contractual interpretation on different provisions to protect the company's interests and mitigate risks, including making recommendations and ensuring all project contributors are suitably aware of contract terms. Administrative contract functions and contract compliance functions under US Government prime contracts.Policy Implementation:
Develop and implement policies and procedures to ensure compliance with federal regulations. Provide guidance to internal stakeholders on compliance-related matters. Advises business partner and related stakeholders on contractual risk and mitigating factors, in the course of negotiations and prior to execution. Liaison with Legal, Risk Management, Internal Audit, Business Partner Compliance and other internal regulatory/compliance functions to mitigate contractual riskMonitoring and Reporting:
Monitor ongoing compliance with federal contract requirements and deliverables, promptly address and resolve compliance related issues. Generate regular reports on compliance status and present findings to management. Manage and complete assigned projects in connection with contract deliverables including, but not limited to, insurance, subcontractor contracts, cost/benefit analysis, procurement projects, peer review projects, and other projects as assigned by the Regional Manager and/or Regional Vice President Prepare and maintain audit ready contract files to ensure successful government audit results.Training and Awareness:
Conduct training sessions for relevant staff on federal contract compliance, emphasizing Puerto Rico-specific considerations. Raise awareness of compliance requirements and encourage a culture of accountability.Preferred Skills:
Familiarity with Puerto Rico's legal and regulatory landscape.
Experience working with government agencies and contractors in Puerto Rico.
Certification in federal contract management or compliance.
Qualifications:
Bachelor's degree in Business Administration, Legal Studies, or a related field. Advanced degree or certification in compliance is a plus. 3 or more years of experience in federal contract compliance, with a focus on Puerto Rico. In-depth knowledge of federal contracting regulations. Strong analytical and problem-solving skills. Excellent communication and interpersonal skills.Travel Requirement:
50% travel required. Will need to conduct spot checks across PR in addition to office time.
