Roles and Responsibilities of Fiberline Assistant Superintendent- Unbleached Pulp Mill

Position Title: Fiberline Assistant Superintendent
Reporting Relationship: Fiberline Assistant Superintendent reports directly to Fiberline Superintendent and indirectly to Production Manager – Fiberline, Power, and Recovery, and Mill Manager. Hourly production employees report directly to the Fiberline Foreman on shift, and indirectly to the Assistant Superintendent. There is an Assistant Superintendent for each of the following areas: Woodyard, Unbleached Pulp Mill, Bleach Room/Waste Treatment.
Primary Area of Responsibility: Responsible and accountable for all day-to-day operations, personnel, safety, environmental impact, cost center, quality and production requirements; coordinates these efforts through the Fiberline Foreman. Manage daily production resources, interface with other departments, and trouble shoot any operational and/or quality issues. Responsible for ensuring that personnel have the tools and information needed to perform their jobs safely and effectively.
Time Horizon/ Allocation: Details of time allocation outlined on Pie Chart on last page of document. One to two year outlook for department needs (staffing, capital, etc.)

General
Leader for area- Process knowledge, people, safety, results, meeting customer needs,1-2 year planning, communicationTeach/train other team members process, process controls, targetsDevelop/improve Area specific systems for operators, team leaders to be successful- safety, production, environmental, consistent qualityBudget development/achievement for areaOverall responsibility for year over year improvements in all area categoriesSet and track weekly goal achievementDiscipline (above counseling level) for areaEnsure correct weekly schedulingReview of production and quality results on a daily basis.Actively promotes and participates in all elements of the safety programs at Smurfit Westrock Covington.Responsible for ensuring all personnel operating in the area are aware of and adhere to the safety rules established by the mill.Understands his/her role with respect to the Smurfit Westrock Quality Policy and Environmental Policy and applies these principles to resolving daily issues.Manages the maintenance of the Unbleached Pulp Mill by working with Maintenance Supervisors, Planers and Operation Maintenance Coordinators to identify and prioritize work.Works with other salaried employees to ensure equipment downtime is fully utilized and/or scheduled in order to optimize the maintenance work that can be performed while machine is down.Leads accident/incident investigation for any occurrences in the department.Monitors check lists and log sheets daily with emphasis on identifying trends that may lead to non-conformances.Assist with review and approval of engineering drawings and designs to prevent equipment/process conflicts.Understands and utilizes the Standard Operating Procedures, General Operating Procedures, Operating Guidelines and customer expectations.Overseeing and possibly leading JHA activities with team members to create new JHA documents and to identify safety improvement opportunitiesReviewing and releasing existing JHAs to ensure ongoing validityApproving Standard Operating Procedures and Work Instructions that have been updated to include safety hazards and controls as identified in JHA assessmentTraining new team members on JHAs applicable to the assigned tasksTraining team members on new or updated JHAs to instruct new or changed safety precautions
Safety
Actively promotes and participates in all elements of the safety program. Encourages involvement from his/her crew members in Safe R+ Program, Department Safety Team (weekly meeting and / or audit), Hazardous Recognition Analysis (HRA card), and Safety Recognition Program.Understands and enforces Smurfit Westrock Covington safety policies and procedures; ensuring that all department personnel are aware of and adhere to safety policies and procedures.Initiates accident/incident investigation on all events occurring in Unbleached Pulp Mill area.Performs audits, housekeeping and safety related inspections. Promptly addresses any deficiencies noted.Leads morning meetings with general safety discussion and solicits input from department personnel.Assists with review and identification of root causes for customer complaints.Responsible that all employees understand and utilize all safety requirements of job functions; in addition to use all required PPE during job tasks. Position requires full knowledge of safety requirements and ensure compliance and accountability. Working knowledge all safety procedures (including LOTO, fall protection, confined space entry, hot work and JHA for each position, proper guarding, seat belts, dock locks, etc.). Manage all opportunities within the department to ensure continuous supply to other departments.Work with other team members to ensure scheduled downtime is utilized.Troubleshoot and problem solves issues that occur with various process aspects/equipment that contribute to downtime within the Fiberline.Seek to ensure consistent quality of chips, pulp, and bark supply to the other departments.Lead effort on Root Cause Analysis on equipment that contributes to extended downtime in department.Promotes team work and credibility with other departments at Smurfit Westrock Covington.Cost

Understand and abide by environmental policies established by Smurfit Westrock, the state of Virginia and Federal environmental laws. Report any environmental excursions.Ensure yearly training is completed for areas as needed.MOS, People, Organizational Effectiveness
Daily promote Management Operation System (MOS) in morning meeting and discussions with team members; examples: areas of concern and areas that are doing well.Continue to develop effective training and special assignments for team members.Explore options for further manpower development and reorganization.Responsible for performance management of department, including instruction/coaching and conducting performance review.Follows communication guideline as outlined by Production Manager – Fiberline, Power, and Recovery, for departments.Abides by current union-management labor agreements.Communicates and works well with other departments and Production manger on issue that could affect other departments within Smurfit Westrock Covington.Performance Criteria
Establish high level of performance by setting key departmental goals and objectivesEstablish KPI format to include safety, quality, and environmental efficiency.Adhere to MOS responsibilities and performance within department.Skills, Knowledge, and Competencies:
A college degree is strongly recommended or a minimum of 10 years of supervisory experience in a Fiberline, or related position.Experience in Fiberline operations, specifically Woodyard, Unbleached Pulp Mill, Bleach Room or Waste Treatment.General understanding of mill wide operations and interdependency.Understanding the Smurfit Westrock Policy and Environmental Policy.Must be able to communicate clearly and effectively with all levels of the organization.Must be able to clearly define objectives and be effective in involving other in achievement of those objectives.Must be dedicated to continuous improvements in the Unbleached Pulp Mill department with special emphasis on safety, quality, environment, production, and cost.Other Position Requirements
Available, as needed, outside of normal working hours if department or mill issues arise.Call duty required, week nights and weekends on a rotating basis for the entire Fiberline operations.Minimal travel required, yearly training seminars or visits to other locations for learning and improvement.Other Reference Documents
