Project
Overview
USAID’s
ProtectHealth, based in Manila, the Philippines, in collaboration with other
USAID projects, supports the Government of the Philippines (GPH) to enhance
access and financing to meet key HIV, tuberculosis (TB) and family planning
(FP) outcomes while realizing its goal of achieving universal health care
(UHC). USAID’s ProtectHealth will specifically support GPH’s implementation of
the UHC Law by addressing policy and institutional bottlenecks within the
health financing system.
USAID’s
ProtectHealth is planning to provide technical assistance (TA) to enable the
GPH to rapidly and effectively enact reforms envisioned in new legislation on
UHC (Republic Act 11223) and TB (Republic Act 10767). Specifically, USAID’s
ProtectHealth will build GPH capacity by testing the implementation of
different health financing reforms in selected Local Government Units (LGUs) to
generate evidence and influence policy development at the national and local
level. In this context, USAID’s ProtectHealth will support the implementation of
the City-wide TB Elimination Campaign (CiTEC) in Cebu City in collaboration
with USAID’s TB Innovations and Health Systems Strengthening (IHSS). CiTEC aims
to generate evidence and develop approaches, tools, and systems to support the
Department of Health (DOH) and PhilHealth to implement UHC, using TB as the
tracer program. In terms of financing, USAID’s ProtectHealth plans to provide
support to Cebu City in securing grants from the DOH Central and Regional
units, enhance the current TB DOTS Outpatient Benefit Package of PhilHealth, to
include TB network accreditation, and ensure efficient consolidation of funds
through the establishment of the Special Health Fund (SHF) or a similar fund
pooling mechanism (e.g., TB trust fund), among others.
Primary Duties and Responsibilities:
This is a Cebu
City-based consultancy, reporting directly to the Field Supervisor, and responsible
for field implementation of various activities implemented under the CiTEC, in
support of USAID’s ProtectHealth project. Consultant is expected to provide
support along any or all of the following CiTEC related activities:
●Assist in the generation of the masterlist to be used in the household profiling and screening through conduct of key informant interviews (KII), incorporating the AMH tags in the masterlist and geomap, and preparation of the post-KII masterlist.
●Liaise with community counterparts such as barangay officials, sitio leaders, barangay workers and other influencers in the barangay who could assist in disseminating information on the intent and rationale for CiTEC objectives and activities
●Obtain schedule of events in the sitios and barangay for possible collaboration and synergies with the CiTEC activities (i.e. vaccination schedules, ayuda distribution etc).
●Coordinate logistical needs and provide support during community mobilization activities such as informal townhall schedules, recurida requirements etc.
●Participate and document community mobilization activities.
●Assist in the preparation of the activity site by conducting ocular inspection, obtaining necessary permits and ensuring availability of site.
●Liaise with the logistics requirements for transport of individuals for screening activities or Philhealth related activities and facilitate conduct thereof.
●Coordinate with groups during house-to-house activity such as CHWs as profilers and screeners and Barangay Tanod for security purposes.
●Assist in the preparation, distribution and documentation of incentives for the case finding activity.
●Assist in the monitoring of incentives received by Barangay for distribution as well as the recipients during the activity itself.
●Assist in seamless flow in the activity site by managing the queue, securing CITEC assets, ensuring quality of filled up forms and adherence to agreed protocol and escalating to the Field Supervisor or Medical Field Officer potential issues in the activity site.
●Conduct quality control measures on the households visited for data validation.
●Assist Field Supervisor in monitoring progress of field operations.
●Assist in preparing and securing masterlist, geomaps, informed consent, profiling form and screening forms before and after house-to-house activities for archiving.
●Assist in PhilHealth related activities such as follow up on TB patient registration and claims processing; maintenance of PhilHealth tracking database and distribution of Member Data Record; and coordination and preparation for the community based Philhealth registration.
●Perform any other tasks related to CiTEC as may be directed by the Field Supervisor, Field Implementation Specialist, and RMELFA Adviser.
Specific
tasks per pay period will be outlined in the consultants work order subject to
the agreement of both parties.
Required Qualifications:
●College-level, with a degree in any relevant course;
●Sound written and verbal communication skills in Cebuano and English;
●Familiarity and strong ability to connect with the CiTEC community, Brgy. Mambaling;
●Strong organizational skills to ensure activities, schedules and progress of work are on schedule;
●Good attention to detail to ensure that information relayed during profiling activities are completely and accurately recorded in the profiling forms;
●Ability to work as a part of a team when required.
