Project Overview

USAID’s ProtectHealth, based in Manila, the Philippines, in collaboration with other USAID projects, supports the Government of the Philippines (GPH) to enhance access and financing to meet key HIV, tuberculosis (TB) and family planning (FP) outcomes while realizing its goal of achieving universal health care (UHC). USAID’s ProtectHealth will specifically support GPH’s implementation of the UHC Law by addressing policy and institutional bottlenecks within the health financing system.

USAID’s ProtectHealth provides technical assistance (TA) to enable the GPH to rapidly and effectively enact reforms envisioned in new legislation on UHC (Republic Act 11223) and TB (Republic Act 10767). Specifically, USAID’s ProtectHealth builds GPH capacity by testing the implementation of different health financing reforms in selected Local Government Units (LGUs) to generate evidence and influence policy development at the national and local level. In this context, USAID’s ProtectHealth supports the implementation of the City-wide TB Elimination Campaign (CiTEC) in Cebu City in collaboration with USAID’s TB Innovations and Health Systems Strengthening (IHSS). CiTEC’s objective is to generate evidence and develop approaches, tools, and systems to support the Department of Health (DOH) and PhilHealth to implement UHC, using TB as the tracer program. In terms of financing, USAID’s ProtectHealth provides support to Cebu City in securing grants from the DOH Central and Regional units, enhancing the current TB DOTS Outpatient Benefit Package of PhilHealth to include TB network accreditation, and ensuring efficient consolidation of funds through the establishment of the Special Health Fund (SHF) or a similar fund pooling mechanism (e.g., TB trust fund), among others.


 Primary Duties and Responsibilities: 


This is a Cebu City-based consultancy, reporting directly to the Field Implementation Specialist, and responsible for performing field activities, collecting data, and field implementation of various activities implemented under  CiTEC, in support of USAID’s ProtectHealth project. The duties of  CiTEC Field Implementation Staff  include, but will not be limited to: 
●Administering a questionnaire to collect resident information for profiling purposes in coordination with other Field Implementation Staff and CiTEC staff; ;
●Ensure completeness and validity of information recorded in profiling questionnaire and other related forms;
●Submit, with proper documentation and endorsement, accomplished profiling forms to CiTEC Encoders according to protocols set by the Field Supervisor;
●Assist in TB screening of residents in Brgy. Mambaling, this may include:
Guiding and navigating volunteers and individuals in the community to activity area/s for TB screening activities; and
Ensuring previously profiled individuals undergo TB screening / X-ray;
●Understand and implement the profiling and screening processes of CiTEC; including conducting household visits for profiling and PhilHealth coaching, providing information to the community about CiTEC activities, and working with volunteers health workers, and the CiTEC team to facilitate TB screening…
●Develop capacities of and provide guidance to volunteers in the conduct of profiling and screening activities;
●Coaching individuals and households in the community regarding the PhilHealth member registration process and requirements during CiTEC activities;
●Assist the CiTEC Team in facilitating the following activities: 
Community-based PhilHealth Registration 
Follow-up with the focal person of the health centers on the following: PhilHealth registration of TB patients, checking the completeness of PhilHealth Claim Forms and Statement of Account, ensure that PhilHealth claims requirements are submitted on time;
Documenting PhilHealth claims processing activities and tracking of PhilHealth claims;
●Collect and properly archive supporting documents for PhilHealth registration during community-based PhilHealth registration or other PhilHealth member registration activities; support monitoring of member registration activities, and provide assistance in the distribution of PhilHealth Member Data Records (MDRs);
●Work closely and coordinate with the Field Supervisor and Encoders;
●Ensure confidentiality of data collected and comply with Data Privacy Act;
●Perform any other tasks related to CiTEC as may be directed by the Field Implementation Specialist or RMELFA Adviser.

Required Qualifications:

●College-level, with a degree in social sciences, community development, health sciences, or any other relevant course;
●Sound written and verbal communication skills in Cebuano and English;
●Familiarity with and strong ability to connect with the CiTEC community, Brgy. Mambaling;
●Strong organizational skills to ensure activities, schedules and progress of work are on schedule;
●Good attention to detail to ensure that information relayed during profiling activities are completely and accurately recorded in the profiling forms;
●Ability to work as a part of a team when required.
