Responsibilities This position serves as the Vernal Field Manager for the Green River District Makes principal decisions for the Vernal Field Office in regards to the uses of the Bureau of Land Management (BLM) administered lands and resources. Establishes relationships with the local, Tribal, State government and Congressional staff. Works closely with stakeholders to address their interests as it relates to livestock, timber and mining industries. Provides leadership and support to enable problem solving and accomplishment of the Field Office goals and objectives. Establishes priorities for the Field Office’s mission and assigns work and projects based on those priorities. Listens to and addresses employee complaints referring any unresolved issues to the appropriate staff member. Directs, executes and reviews all activities within the Field Office. Conducts resource planning with representatives of Federal, State, tribal and local governments, the general public, public land users and private landowners. Ensures proper management and utilization for real and personal property. To qualify at the GS-14 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-13 level comparable in difficulty and complexity to perform the duties of a Field Manager. Qualifying specialized experience includes: providing supervision, leadership, motivation and direction in program areas that support the management of multiple-use and/or natural resource management within an organization; developing and maintaining effective relationships with a variety of groups, such as local, State and Federal agencies, Tribal governments, advisory groups, congressional staff, interest and user groups, private organizations, and/or the media; demonstrating experience in workforce and strategic planning, identifying issues, resolving conflicts and/or negotiating solutions; oversighting responsibilities for administrative and/or financial management functions including budget planning; and enforcing policies and/or regulations related to programs such as leave administration, performance appraisals, workforce utilization and/or staffing best qualified individuals for appropriate positions. Education: Please note there are no educational substitutions at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: Normally works in an office setting with occasional trips to the field. Occasionally required to walk moderately long distances over rough terrain during normal fieldwork. Work Environment: Office work is accomplished in an adequately lighted and heated facility. When in the field, subject to injuries when walking in rough terrain and exposure to uncomfortable hot and cold temperatures.
