Jhpiego seeks a Finance and Administration Director to provide financial and administrative management for an upcoming CDC-funded HIV prevention project in Malawi.  The estimated $25 million project aims scale comprehensive HIV prevention interventions in select Malawi districts that have high HIV incidence, prevalence and large gaps in HIV testing.  The project will support implementation of VMMC services to sustainably transition to government-led service provision; support scale up of PrEP and PEP implementation to populations at high risk of HIV infection; support implementation of interventions addressing structural barriers for key populations to improve accessibility to HIV services; support implementation of evidence-based HIV and violence prevention interventions focused on adolescents and young people; and support implementation of evidence-based community-based HTS strategies focused on men. The project will operate over a 5-year period.

 

This position is contingent upon award from CDC. Malawian nationals are strongly encouraged to apply.

Responsibilities Ensure accurate financial, contractual and administrative reporting of the project compliant with Jhpiego and CDC/PEPFAR’s rules and regulations, and terms and conditions of the awardOversee day-to-day coordination of financial activities ensuring cost efficiency Maintain and administer an on-site financial accounting and bookkeeping system (QuickBooks) required to assure the integrity and effective performance of financial operations and prepare monthly reports Manage all sub-grants, ensuring compliance and reporting of sub-awardee, and building their capacity as neededEnsure that Jhpiego human resources and administrative procedures are in place for projectOversee and manage project’s day-to-day cash needs, payments, procurement, contracts, sub-grants, reviewing/processing invoices, district office start-up, operation systems, policies and procedures, consultant paymentsProvide guidance to project team members regarding the financial requirements of the project and office operations in compliance with CDC/PEPFAR, Johns Hopkins University, and Jhpiego procedures and policiesLead the development, monitoring, and review of project budgets; review monthly financial analysis and budget vs. expense reports to determine reasonableness of variances and take appropriate actions, as requiredProvide guidance, monitoring and support to project team, including procurement for goods and services, logistical support for local and international travel (including expense reports) for staff and consultants, contracts development and management and maintenance of office inventoryFacilitate the work of external audits and ensure that financial records are properly maintained and readily available during auditsDirect and oversee the monitoring and annual auditing of cost-share requirements, tracking and reporting Contribute to developing work plans and annual budgets for project activities and local office costsEnsure that CDC/PEPFAR resources are appropriately directed to project priorities and are in line with project work plansProvide financial reports, including pipeline analysis, quarterly project reports, as requested by the donorMentor, support, supervise and manage a team of highly qualified staff and align their efforts in concert with project goals to ensure rapid and sustainable resultsEnsure that Jhpiego human resources and administrative procedures are in place for the project and staff are in compliance. These include time keeping, tracking of leave, sick days, absence, personnel employment records, and other human resources actions Required Qualifications Master’s degree in Business Administration, Public Administration, Finance, Accounting or relevant fieldAt least 9 to 10 years of experience with financial analysis, financial reporting, cash flow analysis, budget development and forecasting, preferably on international health projects At least 5 years of experience managing human resources and procurement for projects in Malawi5+ years of senior-level work experience with donor funded projects, preferably CDC or other USG funded donors.Previous direct supervisory experience of professional and support staffKnowledge of USG cost principles, including CDC regulations, GAAP accounting rules and grants contract managementDemonstrated experience organizing resources and establishing prioritiesSubcontract or sub-agreement financial management experienceKnowledge of financing mechanisms - contracts and grants and their relevant terms and conditionsExperience developing and/or implementing finance and accounting policies, procedures and systemsExcellent verbal, written, interpersonal, and presentation skills in English and Chichewa preferredExperience hiring and supervising personnel Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with donors, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sectorExcellent skills in facilitation, team building, and coordinationAbility to coach, mentor and develop financial and administrative capacity of project staffIn depth knowledge of financial software applications, databases and spreadsheets, including QuickBooks Enterprise, and Microsoft OfficeAbility to travel nationally and internationally
