This Proposal Opportunity: *ESTIMATED START DATE TO BE DETERMINED* - Palladium is seeking a local Guinean Finance & Administration Manager to support two projects that 1) will offer project management support and technical assistance to the regional development team of a major mining company; and 2) establish and manage a project financing facility to catalyze development impacts. The project management support & technical assistance project will focus on delivering international development expertise and backstopping support to a team of local development practitioners. The project financing facility will be responsible for identifying, selecting, and initiating commercial and community-scale pilots and investment projects for positive impact. The overarching goal of both projects is to foster economic and social development along the transport corridor between Conakry and Simandou. The financing facility project will provide funding to investments, projects, or pilots through two streams: Stream 1 – community-based projects with a higher risk profile and smaller capital needs; Stream 2 – commercial acceleration for more commercially mature projects and innovative solutions that address critical value chain gaps downstream for agriculture, infrastructure, utilities, and human capital.
The Finance & Administration Manager will provide overall management of project finances, operations, administration, logistics, procurement, and budgeting for both engagements (project management & TA; project financing facility), with the goal of ensuring that the programs are implemented in accordance with Palladium rules, regulations, and procedures. Supervision will range in scope from daily oversight of various aspects of project operations, including procurements and budgeting to working with senior technical leadership to ensure that the project has effective systems in place to facilitate timely and responsive management of multiple concurrent activities.
Roles and Responsibilities
General Duties
Manage all administrative and financial programmatic functions. Assist and support the Palladium Country Lead, the Financing Facility Lead and the Palladium Home Office Activity Management Unit (AMU) in all reporting and communications related to the finance, operations, administration, and compliance functions of the projects. Oversee grants and subcontracts procurement, execution, and compliance practices by supervising a Grants and Subcontracts Manager in coordination with the Palladium AMU. Ensure continual review of internal and strategic controls, risk assessments and maintenance of the project’s records in compliance with client and company policies, and local law. Monitor country office compliance with Palladium’s internal policies and procedures for hiring and compensating consultants and oversee procurement of goods and services.Financial Management
Oversee implementation and ongoing adherence to Palladium’s finance and accounting procedures. Develop templates, tools, and processes to support budget tracking and preparation of financial and other cost accounting reports for Palladium Home Office and the client, including tracking for subcontracts and grants. Support budget development, management, and realignment based on project expenditures. Monitor vendor invoices and disburse payments upon Palladium Country Lead and/or Financing Facility Lead approval. Oversee and quality control the registry of expenditures and financial reports, including reconciliation of all balance sheet accounts and assess the administration in all matters of financial risk. Review monthly Palladium Guinea office expense reports and corresponding receipt packages, ensuring that reporting methods are closely followed and supported documentation is provided. Produce monthly revenue forecasts with input from the two Palladium project teams. Oversee management of the project’s country bank accounts according to company policies and procedures and act as the Palladium Guinea point of contact with local bank in coordination with other Palladium teams. Review subcontractor invoices for accuracy and compliance with Palladium cost principles and allowability guidelines and substantiate all costs included on the invoice. Conduct spot checks, coordinate internal project audits, and support external project audits as required. Provide timely and accurate financial reports to clients and home office. Other duties as required to support the efficient, effective, and compliant management of the project and its personnel.Personnel Management
Lead human resources processes and management, including recruiting, onboarding, and orienting new staff. Manage both projects’ employee performance appraisals systems and ensure adherence with local compensations plans. Assist in identification of local consultants. Coordinate and execute employment contracts and modifications for project staff and consultants, in coordination with the Palladium HQ teams. Maintain individual records with contracts, detailed scopes of work, deliverables, salary histories, etc. for all consultants.Position Requirements
Knowledge of donor grants policies, procedures, and reporting requirements Knowledge of donor subcontracts regulations Familiarity with managing performance-based or pay-for-results grants/contracts is preferred Bachelor’s degree in business administration, finance or a related field in international business management, finance, accounting and/or auditing experience. Experience in managing partnerships, interacting with stakeholders, collaborating on meetings and workshops, and overseeing partnership activities Experience in designing and managing subcontracts Experience managing staff Demonstrated experience coordinating and collaborating with various stakeholders and grant awardees Advanced knowledge of computers and MS Excel Local candidates only Written and oral proficiency in English required.
