Summary Located in the Office of Energy, the incumbent serves as Finance & Insurance Program Specialist to provide high-level expertise to the department's finance and insurance operations. This role involves organizing the execution of strategic initiatives & managing intricate aspects of both finance & insurance projects with minimal guidance, directly supporting the organizational objectives & contributing to the decision-making processes of the Vice-President & the Managing Director of Operations. Responsibilities As a Finance and Insurance Program Specialist, you will: Ensure the seamless integration and management of data crucial to the funding and loan guarantee processes. Instrumental in synthesizing complex departmental and transactional data, providing the department with comprehensive reports that facilitate informed decision-making. Update and format critical business documents and financial information to enhance the Finance & Insurance team's ability to assess and advance large-scale projects across diverse industries, to include energy and infrastructure. Manage the pipeline tracking system, crafting regular and ad-hoc reports that offer a snapshot of current and projected transaction flows for Insurance and Finance products. Act as the Office's Records Liaison Officer, supporting the Finance, Insurance, and Monitoring teams in the management, review, and disposition of federal records. Provide solutions to departmental and inter-departmental business and administrative issues as they arise. Perform other related duties and special projects, such as managing the online requisition system, drafting acquisitions documentation, coordinating invoice payments, supporting human resource efforts, maintaining staff training records, coordinating meeting, and participating in the graduate intern program. Maintain the Insurance Policies and Procedures Manual on a continuous basis under the direction of the Vice President and Insurance Origination and Monitoring Managing Directors, ensuring it is up to date, accurate, and operationally understandable. Conduct an annual audit of existing Insurance Policies and Procedures with Insurance Origination and Monitoring teams to ensure all sections are current. Report audit findings to the respective Management and, in consultation with Insurance Officers and Managing Directors, identify process improvements to reduce underwriting cycle time and support effective underwriting. Recommend such improvements to Management and initiate any approved changes. Please Note: This is not a Bargaining unit position. Requirements Conditions of Employment Qualifications Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). You may qualify at the GS-13 level, if you fulfill the following qualification requirements: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your experience in all of the following: Experience managing an organization's business processes, identifying areas for improvement and working to implement improvements; Experience managing documents relating to policies and procedures for an organization, which require updates and solutions to procedural changes; Experience utilizing a reporting system to extract data for management reports; Experience producing clear and succinct reports, instructions and/or correspondence for senior management; and Experience using complex multi-year data systems such as for budgeting, federal requisitions or process workflow. Note: Education is not substitutional at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
