Finance Compliance & Reporting Officer

Key Responsibilities:

Provide technical support and effective financial management of all types of projects in full compliance with the organisations and donors’ rules and regulations. Employ logical and analytical thinking of financial analysis to offer guidance to the program implementers and design and deliver financial reports that adhere to both the organisations and donors’ guidelines and requirements. Conduct technical coaching and mentoring to the implementing team and partner. Monitor and deliver comprehensive information to the Project team, Zones, and other stakeholders throughout the project lifecycle, from the start-up activities to project close-out.

Strategy Development & Planning

Contribute to the development of project management on financial aspects and support in monitoring the progress through regular evaluation process.Support the growth of grant and locally restricted funding through initiatives to improve analysis of project finance, cost recovery, risk mitigation, as well as facilitate effective commercial contracts.Conduct capacity building of local partners and improve the overall business practise regarding local partnering.

Resource Acquisition & Management/ Engagement /Project Management

Responsible to make sure the availability of most updated approved version of project budget.Work together with other units, departments, and regional in project management and compliance.Provide technical advice on finance and budgeting aspect during the project implementation.Provide analysis on effective Cost Structure allocation from Ministry Support Costs to project Budget.Monitor funding availability to support the cash management of project funding.Reconcile income for all project funding.Support the process for close-out preparation at end of funding or project cycle in compliance with donor regulations and manuals.Coordinate closely with Donor agencies and stakeholders (Support Officers/SOs).

Capacity Building/ Technical works 

Conduct capacity building to finance and non-finance to ensure compliance with both Organisation’s and Donors’ rules and regulationsEducate implementing team and other stakeholders to understand financial procedures and practices.Bagian ini berisi pekerjaan yang berhubungan dengan pengembangan kapasitas atau pekerjaan teknis.

Accountability & Quality Assurance

Responsible to make sure the support cost charging in compliance with the approved budget and regulations.Prepare data analysis on the match fund utilisation to cover unallowable cost and contribution cost.Active involvement in handover process with the acquisition team and respective zones. Create Project Budget and Actuals System (PBAS) Commitment request to Support Offices. Active involvement in project implementation process.Responsible to make sure t-codes used by the projects comply with the Organisation’s policy and align with approved budget.Responsible to ensure the Watchdog utilisation and Blocked Party Screening (BPS) compliance in every project. Responsible for the audit firm procurement process and ensure the compliance to the Donors’ requirement.Support the process for financial audit/expenditure verification for projects and Yayasan and monitor the follow up actions on the audit findings.Contribute to the effective project financial operations to promote cost-efficiency, higher yield to ministry and to align with partnership/donor/statutory requirement, policies and standard.Prepare/review accrual manual (if necessary) and journal vouchers, and data send process to SunSystems.Responsible for the accurate organization and proper filing of all financial documents.Monitor asset and prepare asset report to DonorSupport the project financial data, reporting and analytics and become the strategic business partner who is responsive to organisational needs.Contribute to the simplification of the business process and provide technical guidance to project teams.Generate and provide analysis project financial reports.Provide variance explanation for all projects and monitor the completeness of CCLR/Financial Report to Financial System.Upload Financial Report to Lotus Notes.Conduct reguler monitoring visit to project.Monitor and perform analysis of the project’s burn rate.Support updating risk mapping profiles for all projects and provide solution to minimize risk.Analyse the data & information and provide insights to key stakeholders to improve decision making.Contribute tothe midyear review in terms of Mid-Year Review (MYR) & Semi-Annual Report (SAR) financial process for all funding type projects at national level.Provide the detail codes for the new project and ensure align with Organisations’ policy and donor regulation’sResponsible to make sure salary and benefits charging and the accuracy of its codes and shared percentage.Provide reallocation of cost allocation (CAL) data and review the result.Provide technical assistance to the project team in developing and reviewing financial plans, forecasts and analysis for projects as well as the development of partner capacity.Prepare data to support workload analysis of project staff, and staff support to project, advise on resource integration options to meet requirements of donor and on recovery of indirect and field ministry service costs for grants and private funding.Support to provide effective analysis from project regular Monitoring & Evaluation, produce good documentation and well-coordinated reporting system, and documenting lesson learned as needed, include to ensure that no overspending of projects and continuously review MyPBAS commitment for the programs. Conduct training and monitoring on the rules and regulations covering financial management of major grants i.e. USAID, DFAT, BMZ, etc and multilateral agencies (UN, EU, ASEAN) or other donor entity and communicate with leadership as changes occurs that impact existing protocols.Liaise and collaborate with other finance team, cross-functional units, zones, and teams of relevant World Vision entities.

Qualifications :

Bachelor's degree in accounting/finance and/or has course certificate in accounting/finance and/or has required professional experience.At least 1 year’ experience in financial management, accounting or auditing, preferably gained in humanitarian sector. Professional Proficiency in Bahasa Indonesia and English.Ability to travel within country or internationally.Excellent working knowledge of GAAP.Good working knowledge of computerized accounting system.Experience with planning and forecasting, and project management.Knowledge of government/donor grant regulations and reporting requirements preferred.Ability to solve complex problems and to exercise independent judgement.
