Key Responsibilities:

World Vision is seeking a Finance Director for an anticipated project titled, “Strengthening public health systems in Sierra Leone,” which is funded by the U.S. Centers for Disease Control and Prevention (CDC) to build and sustain a more resilient public health system to identify, respond to, and mitigate health threats. The project’s goal is to build and improve country capacity and leadership in the prevention, early detection, and response to infectious disease threats, with an emphasis on data and surveillance, diagnostics, public health workforce and institutions, and prevention and response. The budget is estimated to be US$30 million.

The Finance Director will report to the Sr. Project Director with a functional reporting line to the National Office's Finance and Support Services Director. S/he is the primary financial officer of the program. This role ensures that financial functions support the timely and effective implementation of the program's technical scope of work and that resources are allocated and used in compliance with agreement requirements, applicable USG regulations, and appropriate standards and procedures. The Finance Director also oversees the timely issuance of sub-awards and contracts issued under the cooperative agreement and procurement of commercial goods and commercial services.

Recruitment is contingent upon successful award of the project. Selection of the final applicant is subject to CDC approval. The project is anticipated to begin in September 2025.

Major Responsibilities

Christ central in individual and corporate life. Actively participate in and contribute to the spiritual disciplines of the organization (Christian conduct, devotions, chapel, prayer, worship); incorporate WV Core Values into decisions within scope of role.Advise program teams on resource integration options to meet match requirements of grants and on recovery of indirect and field ministry service costs for grants and private funding.Lead the development of the annual program team operating budget, monitor actual performance, develop project projections, and manage administrative tasks of the project.Review and/or generate financial reports for compliance with the USAID’s requirements.Analyze spending trends and provide feedback and analysis to team leaders and field colleagues on areas with significant over- or under-spending.Prepare close-out documentation at end of the project funding cycles in compliance with government regulations.Support Internal and External audits, provide required information and facilitate audit recommendations implementation.Consult with the National Office Financial Director and World Vision US Senior Financial Officer on cost allocations, general accounting, internal controls and administrative systems as required.Implement financial policies in accordance with World Vision Field Financial Manual, USAID’s rules and regulations, and local financial regulations.Practice standard financial systems, including implementation of good internal controls, asset monitoring, and reconciliation of all funds accounts.Oversee the preparation of financial documents and ledgers.Assure that all grant policies and regulations are adhered to in the charging of cost.Assure that cash transactions are well planned, controlled and reported.Liaise with appropriate partner offices regarding financial and accounting issues.Build capacity in the area of finance as needed for WV staff and subrecipient personnel.Perform other duties as assigned.

Knowledge and qualifications for the role

Required Professional Experience:

Master’s degree in finance, business administration, accounting, or a related field, OR a bachelor’s or certified accounting degree with 10 years of experience. Minimum five years’ experience in administrative and financial management of large (defined here as having an annual budget of $2M or more), complex development contracts or agreements serving low-income and middle-income countries (LMICs). Demonstrated experience working in partnership with U.S. Government agencies is required. A certificate and/or formal training in financial and award management of USG grants/agreements is preferred.
