Finance Manager - Fiji Program Support Platform
**Fiji Program Support Platform (FPSP)** + _Locally engaged role; commencing March 2025 to 31 December 2027_ + _Based in Suva, Fiji_ **Program Overview:** FPSP, also referred to as the ‘Platform’, a Department of Foreign Affairs and Trade (DFAT) investment, will contribute to the delivery of Fiji’s national development priorities, in line with the Australia’s International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan. The Platform will deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs. The Platform has three functional Outcomes: 1. The Platform has delivered its sector program outcomes, including through supporting strategic coherence, planning, partnerships management, data and learning across the portfolio of investments. 2. The Platform has prioritised gender equality, disability-inclusive development, and climate and disaster resilience, in its systems and practices. This includes in how it undertakes sector programming and its engagement with selected Government of Fiji (GoF) agencies. 3. The Platform administers timely and efficient programming that is: value for money; maximises use of local supply chains; and supports good governance, and public diplomacy, effective decision making and risk management. **Position Summary:** The Finance Manager will be responsible for the strategic and operational oversight and management of all financial planning and operations for FPSP, including but not limited to: proper recording keeping, budgets, forecasts and reporting for internal and external purposes. Working within the Shared Services Hub, the Finance Manager will lead and provide supervision for the finance team, coordinate internal and external audits when required, financial modelling for programs and client. They will ensure the Program delivers services with a strong focus on value for money (VfM), stringent financial controls and quality customer service. **Key Responsibilities:** Financial Management + Strategic leadership and management of all aspects of financial planning for the Platform, across programs and activities. + Coordinate and prepare annual budgets for the program. + Work with DFAT, where needed to present and negotiate budgets and cost proposals. + Liaise with appropriate stakeholders to prepare accurate forecasts in line with corporate and project requirements. + Actively participate and contribute as part of the operations team to ensure all Head Contract requirements are met with regards to financial, operations and project reporting, including milestones. + Undertake financial analysis for senior management and program teams where necessary. + Provide specialist advice and support regarding financial management issues in compliance with Abt policies. + All program areas are responsible for preventing fraud and reporting it to senior management when it does occur. Take the lead role in minimising fraud consistent with the guidelines in the head contract on all financial matters. + Perform monthly reimbursable invoice reconciliation and submit invoices for head office finalisation. + Prepare monthly financial reports for all programs as part of the standard reporting annex to the submitted invoices to client. + Provide input into regular client reporting in accordance with the contract and other ad hoc financial reports as requested. + Manage the provision of all support required to prepare for and facilitate any audit, and promptly implement any audit recommendations + Review payroll records and ensure LES are paid correctly. + Review payment compliance and approve vendor payments on a timely manner. + Manage all financial discrepancies and areas of non-compliance, reporting any unresolved issues to the Operations Lead + Actively maintain and update finance and payroll procedures and chapters in the Operations Manual + Manage Program operating accounts with relevant financial institutions + Support grants management teams providing advice and guidance to develop flow projections for projects implemented by partners. + Contribute financial management expertise for the assessment and evaluation of grant project proposals. + Ensure statutory compliance on grants. + Ensure VAT refunds are processing, submit to the Fiji Government authority ina timely manner and that recovery efforts are proactively pursued. + Liaise with Head Office Finance staff as required. Reporting and Communications + Participate in agreed client meetings and provide timely updates on financials, grants payments and reimbursable cash flow projections. Work closely with the client to ensure cash flow projections are updated and monitored. + Establish and maintain productive relationships with key internal and external stakeholders to achieve mutually beneficial outcomes. Team Management + Supervision of the FPSP finance team. + Motivate, train and develop capacity building activities for finance staff. + Demonstrate leadership support for the implementation of key diversity and inclusion policies, including: + Gender Equality Policy + Respect at Work Policy + Paid Parental Leave Policy + Compensation Policy + Leave Policy + Undertake other duties as required by the Operations Lead. **Key Deliverables:** + High level of responsiveness to DFAT issues and requests. + Participate in and support the Operations Lead with monthly client finance forums at the Platform level, and Sector program level as required + Quality reporting, milestones, deliverables and KPIs are submitted on time and meet internal (Abt) and external (DFAT) requirements + Program is delivered on time and within budget and value for money principles drive all Program resourcing decisions + Support the Executive to implement a whole-of-program approach to budget management + Build and maintain open, productive and outcome-oriented relationships with key internal and external stakeholders including DFAT and GoF (as required). + Lead performance of team to optimise individual and team performance; accepts responsibility for actions of team under authority and provides appropriate feedback, supervision and support to team. + All corporate risk and fraud issues are proactively identified, reported, and managed following corporate and DFAT policies and procedures measured through preventative actions taken. **Key Working Relationships:** Reporting to + Operations Lead Other + Platform Leader and Executive Leadership Team. + Shared Services team + Abt Home Office finance, P&C, legal and risk teams **Selection Criteria:** + Tertiary degree in accounting, finance, management or related field. + 10 years of experience in relevant roles with accounting and/or grants management experience. + At least 3 years’ leadership experience. + Experience working in the development sector, preferably DFAT funded program. + Experience with grant regulations and financial reporting requirements. + Knowledge of accounting and financial compliance mechanisms + Experience using finance management systems and willingness to learn new systems. + Strong communication skills. **How to Apply:** Applications close on **2 March 2025.** Please apply online by submitting a cover letter addressing how you meet the requirements of this role and up-to-date comprehensive CV as a single file. \#LI-AUSBRIT #LI-HN1 Abt Global is a mission-driven, global leader in research and program implementation in the fields of health, social and environmental policy, and international development.
