Finance Manager III
ManTech is seeking a skilled, professional and service-oriented **Finance Manager III** to join our vehicle sustainment team on the Agriculture Cleaning and African Swine Fever Sanitization (ACAS) program. The Finance Manager III manages professional associates. Is accountable for the performance and results of a team. Adapts departmental plans and priorities to address. Resource and operational challenges. Decisions are guided by policies, resources and business plan; receives moderate guidance from the Financial Manager IV. Provides subject matter guidance to associates, colleagues and/or customers. Requires in-depth conceptual and practical knowledge in own areas and knowledge of other areas. Integrates industry best practices in own area to the achieve of objectives. They oversee, lead, and manage a homogeneous team; adapts plans and sets priorities to meet service and/or operational challenges. Identifies moderately complex business problems that impacts the level of service and the team’s ability to meet quality, volume, and timeliness of objectives. Guided by department policies, resource requirements, budgets, and the business plan. Supports the collection of financial status and forecasting including costs incurred by CLIN and discrete project effort and projected costs to be incurred by CLIN, CSR, and funding documents. Supports creation of accumulated invoiced cost by CLIN, CSR, and funding document and determines cost variance between projected and actual costs by CLIN and CSR. Analyzes program financials and makes recommendations for changes, modifications, or improvements. Utilizes the TO Portal data repository for financial tracking data. Proactively supports the ACAS Safety Plan. The Finance Manager III reports to the Finance Manager IV and provides necessary guidance and supervision to subordinate Financial Analysts. This position supports Program Management activities, TOR Tasks and SubTasks as indicated in support of ACAS execution as part of the PMO Finance capability area, and will support ACAS activities from the assigned work location of Reston, VA. **Responsibilities include, but are not limited to:** + Plan, direct, or coordinate accounting, investing, banking, insurance, securities, and other financial activities of a branch, office, or department of an establishment. + Excludes "Financial Risk Specialists" (13-2054). + Possesses and applies a comprehensive knowledge across key tasks and high impact assignments. + Plans and leads major technology assignments. + Evaluates performance results and recommends major changes affecting short-term project growth and success. + Functions as a technical expert across multiple project assignments. + May supervise others requirements across multiple production projects at various frequencies. **Required Qualifications** : + Ability to meet the government deployment physical requirements, if needed. + Seven (7) years of experience + Five (5) years experience working financial requirements for a FEDSIM Task Order. + Five (5) years experience managing a team of professional finance team. + BA/BS or MA/MS degree (Permitted experience exchange: High School and 6 years of additional experience or Associate's Degree and 4 years of additional experience may be exchanged in lieu of a required Bachelor's degree) **Desired Qualifications:** + Master's of Business Administration. + Previous experience as Military Comptroller. + Certifications, training, experience with ISO 22301:2019 Business Continuity Management Systems. Certifications, training or familiarization with Finance & Accounting programs (such as such as PeopleSoft, Business schools, Corporate Finance Institute, etc.). **Physical Requirements:** + Must be able to balance, bend, carry, crouch, stretch and kneel. + Must be able to push, pull, and reach. + Must be able to work with computers and CRTs, and type on a computer keyboard for long periods of time.
