The IRC worked in Haiti from 2010 through 2016, initially launching an emergency response to the earthquake and later delivering child protection, water and sanitation, health, women’s protection and empowerment, and economic recovery programs in Port-au-Prince and beyond. Even with the closure of its country office in 2016, the IRC has continued to provide operational, technical, and financial support to a small number of Haitian NGO partners, including in response to the 2021 earthquake. Haiti was identified as one of 20 countries at greatest risk of a major new—or significantly worsened—humanitarian crisis over the year ahead in IRC’s 2023 and 2024 Emergency Watchlist given its political instability, gang violence, rising food insecurity, disease outbreaks, and climate shocks that could drive rapid escalation of the humanitarian crisis. In early 2023, IRC re-opened its Haiti operations and scaled up its emergency response with a fully partner-led response in Port-au-Prince and surrounding communities. The focus has been on neighborhoods highly affected by gang violence as well as limited access to healthcare and services for survivors of violence and/or cholera hotspot issues. IRC is also engaging with partners in the Artibonite and Ouest Departments to service unmet needs in those areas. The IRC Emergency Humanitarian Access Unit (EHAU) led the initial emergency responses and support establishing a country program that can be fully transitioned under the Latin American (LATAM) region. Scope of work The Finance Officer performs the day-to-day finance operations. They report to the Deputy Director of Finance in the maintenance and oversight of the accounting operations to ensure that all finance operations are performed following IRC and country office policy and procedures. Responsibilities INTEGRA and Month-End Processing• Prepare Journals and uploads to the system ensuring proper controls are enforced and appropriate systems in place to maintain all required supporting documentation.• Support closeout and review journals.• Review of key before loading -financial reports, currency clearing and adjustment journals.• Ensure weekly and monthly bank reconciliations are performed.• Review and approve field payments through Integra. Payments Processing• Ensure that all payments to the vendors are processed on time through the Integra system• Ensure that signatories on releasing the online payments and sign on the payment documents• Incentive Staff Payroll: Coordinate with HR departments in the management of incentive staff payroll and ensure the payments to incentive staff are done on time • Ensure donor regulations are adhered to for all aspects of the operations Training & Support • Assist the Partnership Finance Manager in training on IRC accounting procedures and requirements• Assist the program staff in finance-related issues and activities. Bank & Cash Management• Review weekly cash count and ensure that documentary evidence is duly signed • Ensure internal control procedures are followed for all cash disbursements, receipts, and transfers• Maintenance of an accurate and updated cash flow report• Liaison with vendors to resolve problems of long outstanding payments • Prepare the bank reconciliation for the field office monthly.• Work with program staff to help them develop more accurate cash forecasts
Internal Control • Identify key issues and weaknesses in the system and provide recommendations for improving control processes or procedures.• Identify procedural or training issues to be addressed to improve the quality of report data. • Ensure internal controls are adhered to in all areas of operation. Prepare budgets • Work with the Partnership Finance Manager to assist program staff in preparing grant budgets to support new proposals or realignments also ensuring adequate coverage of field operating costs.• Attend Grant Opening, BvA review, and Closing Meetings when nominated to do so and also in the absence of the Finance Manager• Ensure that all accruals at grant closure are accurate, valid, and promptly liquidated Other• Other relevant duties as assigned by supervisor to further IRC programs. Job Requirements: Education: Bachelor’s degree in accounting or finance Work Experience: At least 1–3 years experience in a similar position or responsibilities. Working Experience with Humanitarian NGOs is an advantage. Demonstrated Skills and Competencies: • Genuine interest in and commitment to collaborating with local and national NGOs and government partners in emergency programs. • Computer literate with significant experience in Excel, and ERP systems will be an added advantage.• Remains productive when under pressure. Works collaboratively with team members to achieve results.• Flexibility to continuously re-prioritize • Ability to create a welcoming and comfortable environment for all staff members.• Ability to work both independently and as part of a team. Able to respond rapidly to changing environments yet remain productive and focused. Language Skills: Professional fluency in spoken and written French is required English: Intermediate/Advanced is preferred.Working Environment: IRC’s office in Port-au-Prince with local travel to partner project sites as security and access permit.
