Finance Officer
Background/IRC Summary:  The International Rescue Committee (IRC) has been working in the Middle East and North Africa (MENA) for more than forty years. Today, the IRC has more than 2,200 staff working across the region, including in Iraq, Jordan, Lebanon, Libya, Syria, and Yemen to support those affected by some of the world’s most complex and protracted humanitarian crises.An estimated 70 million people are in need of humanitarian assistance in the MENA. This includes people caught up in protracted conflict, those displaced by crisis, and those affected by global shocks, changing climates, and natural disasters, such as last year’s devastating earthquakes that struck southern Türkiye and Syria. Across the region, vulnerable groups, such as women, children, and people on the move, continue to be disproportionately affected, all while rising economic instability and often weak national governance exacerbate levels of extreme poverty and disrupt the provision of basic services. The IRC responds to people’s acute and longer-term needs with integrated programs that improve health and safety, prioritize children’s education, foster economic wellbeing, and empower communities to regain control over their lives. Our work gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, conflict sensitivity, coordination, and impact.The Shared service Unit (SSU)The Shared Service Unit (SSU) is an operational center of excellence providing workplace solutions and operational support to the hosted units and country program based in Amman. The SSU was set up to inject energy and synergy to provide succinct support services to the IRC entities hosted in Amman. Currently, the MENA (Middle East and North Africa) regional office, the Jordan Country program, and the Occupied Palestine Territory (OPT) emergency response are all hosted and supported by the Shared Services Unit (SSU), which is currently providing operational support to a total of over 200 staff members. The objective of SSU is to eliminate duplication and leverage economies of scale to provide efficient and effective services to its stakeholder’s global operations. Job Summary:The Finance Officer performs the day-to-day finance operations. Work with the Finance Manager in the maintenance and oversight of the accounting operations to ensure that all finance operations in the Support Service Unit Office in Amman are performed following IRC and country office policy and procedures.Key ResponsibilitiesINTEGRA and Month-End Processing• Prepare journal entries and upload them to the accounting system (Integra) along with relevant documentation for review by the Finance Manager and approval by the SSU Deputy Director.• Assist the Finance Manager in reconciling balance sheet accounts during monthly, quarterly, and year-end closures.• Perform monthly vendor reconciliations, ensuring outstanding amounts are addressed and resolved in coordination with Finance, Administration, and Supply Chain teams.• Prepare adjustment journals and post them in the system during month-end close-out for review by the Finance manager and approval by the SSU Deputy Director.• Update the monthly prepaid sheet and prepare an amortization upload journal for review by the Finance manager and approval by the SSU Deputy Director.Payments Processing• Input bank payments into the online system for review and approval.• Monitor and follow up on payment authorizations to ensure timely processing.• Enter new vendor details into the online banking system, ready for review.• Track and coordinate the payment of operational bills for hosted staff with the Admin and IT teams.• Process staff travel advances and reimbursements.• Ensure monthly payroll deductions, including social security and income tax, are paid to respective institutions.• Share remittance advice with vendors for processed payments in collaboration with the Supply Chain team.Bank & Cash Management• Prepare monthly bank reconciliations for review and verification by the Finance Manager• Oversee the petty cash system as guided by the Finance Manager and according to the petty cash SoP. • Weekly review cash count and ensure that documentary evidence is adequate and complete.• Check all the bank statements regularly for any receipts and other peculiar items and notify your supervisor accordingly.• Assist the finance manager in the preparation of the monthly cash forecast. • Internal Control      • Identifying key issues and weaknesses in the system and providing recommendations for improving control processes or procedures.• Ensure internal control procedures are followed for all cash disbursements, receipts, and transfers.• Ensuring that internal controls are adhered to in all areas of operation. • Identify procedural or training issues to be addressed to improve the quality of report data.                                Training & Support       • Assist the Finance Manager in training staff on IRC financial policies and procedures and assist the Hosted staff with finance-related issues and queries.• Maintain an organized, well-documented and sequential filing system for payments on the Box Folders.• Respond to internal and external audit requests in collaboration with the Finance Manager.Key Working Relationships: Position Reports to:  SSU- Finance Manager.Position directly supervises:  None. Other Internal and/or external contacts:Key Internal Contacts: Finance Manager, SSU Deputy Director, as well as other Finance, Program and support services unit staff.Key External Contacts: External to the SSU Department: The Regional Finance Director, Finance staff in other IRC offices.
