Key Responsibilities:

The position provides business support to the budget holders from Operation and HEA teams. It is primarily responsible in ensuring proper financial management and reporting on the budget of programs/projects related to assigned teams, and for analyzing financial reports relevant for business decisions. It ensures provides the role of a business partner with Project/Program Manager in maintaining financial management of the program/project that adheres to the financial standards of GAAP, WV financial system and Grant donor’s requirements.

Major Activities:

Strategic and Annual Planning and Budget Development - collaborate with budget holders to ensure that program/project budgets and procurement plans align with technical standards, finance policies, and donor regulations; provide orientation to Program Managers on the next fiscal year's budget, ensure budgets are properly posted and updated in relevant systems, and address queries from the National Office (NO) and Shared Services Center (SSC) regarding budget entries; and prepare cash forecasts, assist in budget requests for new project phases, and present budget analysis during donor calls, working closely with stakeholders to resolve any issues.Operational Management, Reporting of Programs and Projects & Donor Compliance - collaborate closely with project managers and other finance officers to ensure donor compliance, monitor grant spending, and initiate necessary budget revisions or no-cost extensions; review financial reports, perform account reconciliations, and communicate regularly with stakeholders to address queries and ensure proper financial practices; and prepare financial reports, conduct variance analysis, provide solutions to financial challenges, and support midterm and end-of-project evaluations.Financial Risk Management and Controls - maintain a strong control environment in the project by ensuring compliance to WVI/WVDF financial policies, grant/donor requirements and government regulations.Finance in Emergencies and/or Fragile Context - conduct field assessments, recommend internal control procedures, and provide readiness reports for cash-based programming in emergency response contexts; as well as orient teams on financial waivers, oversee inventory reconciliation with logistics, facilitate financial project closeout, and ensure compliance with audit requirements, escalating unresolved issues as needed.Strategic Networking, Systems and Admin - collaborate with partner offices, finance counterparts, and external partners to resolve finance-related issues, improve procedures, enhance service delivery, and contribute to cost reduction efforts, while ensuring proper documentation and participating in performance reviews and training.

Qualifications:

Bachelor degree in Accounting.Solid knowledge of accounting principles, financial systems, budget/cash-flow monitoring and internal accounting controls, taxation, business process development and analysis.With basic knowledge on finance/procurement/admin systems employed by WVI (Sun6, Coupa, PBAS, Horizon , Sharepoint ..etc).With relevant experience in financial analysis and reporting specifically Sunsystems/ PMQA reporting.With experience in financial management of EU or other European grants (BMZ, ECHO, etc).Intermediate to Advanced MS Excel skills.Self-motivated, capable of working with minimal supervision.Excellent interpersonal skills demonstrated ability to work as a member of a team.Good organizational and time management skills.Good financial and analytical skills.Coordination skills with various levels of business partners including community partners.Training and facilitation skills.Good written and oral communication skills, English fluency.
