Finance Officer School Transport and School Capital
Salary: £32,490- £36,870 per annum   Grade D Permanent Contract 37 Hours per Week 
We are seeking a Finance Officer to join the Education Support Service Team.  The role will support the Head of Service and School Admissions Transport Manager with the monitoring of the Home to School Transport and School Capital budget throughout the year.  This will include supporting the monthly forecast reporting of the financial position.

The Finance Officer will be required to monitor, process and reconcile all payments relating to school transport and school capital. 

The Officer will be the first point of contact for all payment queries for all stakeholders.

We are looking for candidates who have excellent Microsoft Excel skills, the ability analyse data as well as support the budget forecast and to communicate effectively with a wide range of people including members of the public.

The interview will include a Microsoft Excel test.

The main responsibilities of the role are: 

To manage the processing of all payments to families for Home to School Transport and ensure funds are paid on time to prevent children missing education. To ensure accurate recording of all payments processed. To ensure all payments over the council current threshold are submitted to the relevant panel for approval. To ensure all school attendance records are checked prior to future payments being made to prevent under/overpayment.  To ensure that Purchase Orders are raised and invoices are processed for school transport and school capital grants and as and when required. To monitor all financial transactions and ensure reconciliation is carried out. To manage and monitor invoices and purchase orders ensuring timely payments. Monitor and check accuracy of invoices received and check discrepancies where appropriate.  To ensure journals are provided to corporate finance on a monthly basis. To support the service with providing financial forecasting information  To deal with correspondence, telephone calls from transport operators and parents relating to invoice and payment queries. Provide monthly reports relating to school capital grants and section 106 funds as requested. To monitor schools basic need and capital allocation grants received by the Department for Education.  To support the service with monthly forecasting and monitoring of the Home to School Transport Budget. To monitor and provide monthly reports relating to school basic need, capital grants and section 106 funds.
