This vacancy may be used to fill additional positions within 90 days of the closing date. Responsibilities Serves as a Financial Analyst for the Financial Management Enterprise Support team. Provides technical assistance to managers concerning appropriated and nonappropriated fund budgeting. Ensures the correct production of budgets and their execution including compliance with appropriate regulations, etc. Reviews and analyzes financial reports to identify trends, working capital and the NAFI's financial position. Ensures all individual budgets are coordinated, realistic and support long range planning. Consolidates budgets into a single NAFI package. Evaluates established internal policies, procedures and management controls to ensure adequacy. Monitors compliance. Recommends changes and suggests solutions to managers. Performs analyses of performs financial statements for proposed ventures; evaluates efficiency and effectiveness of proposals; prepares/reviews return on investment schedules for capital projects; assists and guides managers deciding on capital reinvestments. Requirements Conditions of Employment Qualifications QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position. MINIMUM QUALIFICATIONS: Work experience which includes: 1) interpreting and assessing program financial performance using standard financial management systems; 2) interpreting balance sheet and profit and loss statement results; and 3) the application of commercial budgeting techniques. All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. Those applicants determined to be highly qualified will be referred to the hiring official for consideration. The highly qualified candidates may undergo an interview and reference checks. HIGHLY QUALIFYING CRITERIA: 1) Experience with standard office software, such as databases, spreadsheets, graphics, etc. 2) Knowledge and understanding of the substantive nature of Army Family and Morale, Welfare and Recreation (FMWR) operating programs interrelationships and funding channels. 3) Ability to comprehend and analyze financial statements. 4) Experience with preparation, collection, and review of budgetary data. 5) Experience in Nonappropriated fund (NAF) programs. 6) Working knowledge of SMIRF, SNACS, and FMBS. 7) Possess or in the process of completing FM certification (Level 1, 2, or 3). 8) Bachelor's degree in public management, accounting, or finance disciplines. Education Education is not required for this position and will not be utilized in determining minimum qualifications or as a substitution for experience unless indicated in the vacancy.
