DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The Houston Health Department is seeking an experienced candidate to serve as a Financial Analyst I to perform the following duties:
+ Performs substantially complex and varied administrative functions in the direction and coordination of programs and procedures in the assigned department.
+ Assist department accounting staff in meeting their financial and accounting functional goals.
+ Maintain accurate accounting records by preparing, entering, or verifying financial transactions.
+ Assist in the development of financial Standard Operating Procedures (SOPs).
+ Assist with month-end close processes and provide support for audits.
+ Analyze financial reports.
+ Perform other duties and special projects as requested
WORKING CONDITIONS
The position is physically comfortable; the individual has discretion about walking, standing, etc. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Finance, Accounting, Business Administration or a closely related field.
EXPERIENCE REQUIREMENTS
One (1) year of professional experience in finance, economics, budget analysis or a closely related field are required.
Substitutions: Four years of pertinent professional or para-professional experience may substitute for the education requirement. An Associate’s degree in Finance, Accounting, Business Administration or a closely related field and two years of pertinent professional or para-professional experience may substitute for the
education requirement.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
+ Requires a valid Texas driver's license and compliance with the City of Houston's policy on driving
+ Working knowledge of the SAP financial system
+ Familiarity with processing financial transactions
+ Strong problem solving and analytical skills
+ Highly detailed oriented
+ Internal Contacts:
+ Level of internal contact is primarily with managers and budget staff.
+ Interaction requires substantial sensitivity and cooperation, e.g., basic Accounts Payable inquiries.
+ External Contacts:
+ Level of external contact is primarily with vendors.
+ Interaction requires considerable tact and cooperation involving somewhat sensitive issues or problems.
